Racheal, a trained teacher surprised many when she defied the Wiper Democratic Party wave in her region to easily win the Kitui South parliamentary seat. Charity Ngilu has been her inspiration since she was in school. In her term of service she would like to push for improved standard of education, adequate water, food security and equitable distribution of CDF in Kitui South.

The importance of this amendment is so that we have a proper package of financing health care that will also take care of the last expense. Even in this House, we know that there is a problem with financing of health care, and that many people have challenges with payments of last expenses.

Thank you, Hon. Temporary Deputy Chairman, the justification for that amendment in part (b) is to give power to the Board and to ensure that there is consultation with the Cabinet Secretary. For part (c), the justification is to ensure that any fees, allowances and remunerations should be paid to the staff as per the Salaries and Remunerations Commission (SRC) for it to be constitutional.

I beg to move:- THAT, Clause 6 of the Bill be amended— (a) by inserting the following new sub clauses immediately after sub clause (2) — “(3) The Board shall meet at least four times and not more than twelve times in every financial year. (4) The chairperson may at any time convene a special meeting of the Board and shall upon a written request signed by at least four members, convene a special meeting within fifteen days of such a request.
