  • 2 Feb 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to support the Motion and congratulate the Chairperson of our Caucus, who has brought this Motion. The purpose of the formation of the Caucus was to bring to prominence the issue of the Millinium Development Goals (MDGs). My colleagues have already spoken on the MDGs relating to Vision 2030. The MDGs are goals which are prioritised. They are goals which measurable, and which have reviews. They give proper information about what they want to achieve. If the Vision 2030 Secretariat and its mother Ministry could borrow a leaf from the MDGs, we would ... view
  • 22 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This matter has been brought many times to the Ministry and a satisfactory answer has never been given. Majority of children in the slums in urban centres are in informal schools. The Constitution is being violated because it talks of their right to education. Free Primary Education is not reaching the majority of children in Nairobi. Would it be in order to ask the relevant Departmental Committee to look into these issues so that it can give us a long-term solution to the issue of informal schools in Nairobi? view
  • 22 Dec 2010 in National Assembly: Madam Temporary Deputy Speaker, I am very glad I am going home because I was about to be infected by a disease called polarisis by the Ocampo Six. Definitely, I am not in the good mood that everybody seems to be in. I want to tell my good friend and the man that I admire very much in this House, hon. Orengo, that when he wants to stand with his colleagues in solidarity, he should also remember to stand with the 405 young people who were killed by the police during the post-election violence. He should remember to stand with ... view
  • 21 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Could the Minister give reasons as to why the police cancelled the meeting scheduled for 12th December 2010 and organized by hon. Eugene Wamalwa and Mr. Maina Njenga at Kamukunji Grounds, Nairobi, in disregard of the Constitution? (b) Could the Minister also explain why the Government failed to provide security at the venue as required when the meeting was rescheduled to 13th December 2010? view
  • 21 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I would want the Assistant Minister to clarify exactly what the reason was because from his answer he has given quite a number of reasons. One, he speaks about intelligence sources saying that there were some politicians who wanted to hijack the meeting. The other one, he says that since it was a national holiday, Kenyans are obligated to attend the national holiday, which I do not think is correct. But could he just clarify exactly which intelligence information he received to implicate hon. Wamalwa to be intending to use this as a political rally? view
  • 21 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, in his answer, the Assistant Minister has clearly stated that he had some intelligence and that is why he cancelled this meeting. It is important for him to be clear because he is touching on the reputation of an hon. Member. What intelligence report did he have which forced him to cancel the rally and teargas a Member of Parliament and lead to this kind of excessive use of force? We know that excessive use of force by the police has caused this country too much pain and we do not want to go back to ... view
  • 21 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to oppose this amendment and state clearly that there is no House that has supported the cause of the people who have been marginalized like the Tenth Parliament. Therefore, I feel that it is out of total respect that this House came together to find a way forward. I believe that it is this House that gave the mandate to this Committee to come up with a way forward that would unite the different voices. In relation to the amendment that has been brought by hon. Affey, it is clear that it negates ... view

  • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, during the formation of the African Union and its transformation from the Organization of African Unity (OAU) to the African Union (AU), one of the core reasons for that move was to allow African states not to take a back seat on issues in countries that are neighbouring them because regional peace can be interfered with. It would really be naive of us to be sitting here and not see that Kenya has really a lot to gain or lose as a result of the referendum process in view
