  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, drought may be a way of life in Kenya, but it is being exacerbated because of climate change. Within the issue of climate change, there is Disaster Risk Reduction Fund and the Climate Adaptation Fund. I am not sure how the Government plans to come across these funds. If the Minister for Development of Northern Kenya and other Arid Lands would want to benefit from this fund, it is important that he works with the Minister for Environment and Mineral Resources and the Minister for Special Programmes who are involved in the issue of climate ... view
  • 22 Jul 2009 in National Assembly: Maybe, this is the reason why we are not doing very well on this issue because there are too many Ministries competing for the same resources and work. That is why we really do need to support the issue of reducing Ministries. We can then get a Ministry that can deal with one issue comprehensively. This is money that is being made available to countries through the World Bank and countries that are called Annex One; those that have brought about the issue of climate change. This money is being collected by other developing countries, but Kenya is not doing ... view
  • 21 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, could the Assistant Minister clearly indicate the Ministry we can hold responsible for causing deaths of children through diarrhoea because of drinking contaminated water? This is because we want to ensure that the people of Mwea do not continue dying because of neglect on the part of the Government. view
  • 10 Jun 2009 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. I want to speak very quickly on this issue, as the Chair of the African Parliamentarians Network on Climate Change. It is very unfortunate that a Motion which has all good intents and purposes for this country, must have such heavy underlying political tones, that even leaders who know that this issue is important will continue to hold our country at ransom. I have not heard any hon. Member who has not said that it is important to secure the water catchment areas. Everybody supports it, but what is true is ... view
  • 9 Jun 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support the adoption of this Report. The first reason that I would like to support it is that the Government and the country spend a lot of taxpayers’ money to send Members of Parliament to meetings that are very important for our country and region. The deliberations held there must be adopted and recognized by this House. The second reason for supporting this Motion is that listening to the Report that has been tabled here by the Leader of the Delegation it covered an issue that I have been view
  • 3 Jun 2009 in National Assembly: Mr. Speaker, Sir, the Minister for Information and Communications wrote to the Chairman of the Board. In the letter, which I intend to table, he indicated that the people to be held responsible for interfering with the process of audit included the Vice-Chairman of the Board. He wrote a letter to him and asked him to explain this. Could the Assistant Minister tell us if the Minister acknowledged, in his letter, that the people to be held responsible are Board members and wrote to the chair to this effect? How come this Board can again decide to take disciplinary action ... view
  • 3 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, are the Minister of State for Defence and the Minister for Foreign Affairs on the same page on the issue of threat? The issue of Migingo Island has elicited debate in the East African Legislative Assembly (EALA) and the Pan African Parliament (PAP); that there is a threat to Kenya. Are these Ministers on the same page when it comes to the impending threat on the sovereignty of this country? view
  • 13 May 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. This is an issue that concerns either the Ministry of East African Community or that of Foreign Affairs, I see no representation of the same. This is a very sensitive matter, which we expect a Government response. view
  • 13 May 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity. I want to contribute quickly and briefly so as to allow other Members to also contribute. I want to start by supporting this Report by the Departmental Committee on Finance, Planning and Trade and the Budget Committee mainly because I believe that the work done by the Parliamentary Committees should be respected by the Members of this House. I believe that Members who sit in Committees to look into serious issues do not do it in vain. I am, therefore, supporting it partly because these are two Committees that ... view
  • 12 May 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Judging by the mood of the House, is it in order for me to ask the Mover to reply? view
