  • 9 Oct 2013 in National Assembly: From the Committee’s response, I can see that it is the Government which refused to have this immediate increase. My clarification will be, before the Government intervened, members of the public had already started paying the connectivity fee of Kshs70,000. I would like the Committee to be clear and categorical about this. Those who had paid Kshs70,000; that is before the Government reversed that requirement, will they be refunded their money? view
  • 9 Oct 2013 in National Assembly: On a point of order, hon. Deputy Speaker. I am looking for guidance from you on the issue of formation of select or ad hoc committees even as we discuss what is on the Floor because the rules are clear. The need for ad hoc or select committees once in a while is also very clear. The work they do is known. So, let us not mix this discussion with whether we support this Motion or whether or not this House The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can ... view
  • 9 Oct 2013 in National Assembly: should encourage formation of ad hoc committees because they are necessary and sometimes they are the ones that solve the problems which Kenyans are facing. view
  • 8 Oct 2013 in National Assembly: On a point of order, hon. Deputy Speaker. When names of persons are brought to this House for approval and we immediately start vilifying individuals and speaking in the way we are doing about one Barassa, whom I hear is the Chairperson of the CDF Board; it is unfair. I would like the Mover of this Motion to explain to us how the name of that lady found its way here, given that all the Members who have spoken have done so very negatively and said that she does not deserve the position because she was the Chairperson of CDF. ... view
  • 18 Sep 2013 in National Assembly: Thank you, hon. Speaker. I beg to give notice of the following Motion to the Departmental Committee on Administration and National Security and the Departmental Committee on Justice and Legal Affairs:- THAT, aware that during the year 2003 the Government enforced the Community Service Order Act 1988 as part of the ongoing prison reforms; deeply concerned that most police stations and prisons are still crowded with petty offenders as magistrates are not fully utilising the community service as an alternative to custodial sentences for petty offenders; also noting that Article 49(2) of the Constitution states that such people should not ... view
  • 5 Sep 2013 in National Assembly: Hon. Speaker, I want to thank hon. Duale for giving me a minute of his time to say what I feel needs to be said. view
  • 5 Sep 2013 in National Assembly: Hon. Speaker, we can never change history. Kenyans know exactly how we got to the ICC. So, being lectured about it continuously does not make sense, because we all know. However, I believe that, as a leadership, we can determine the future of this country. The future of this country is that we must be part of the African nations that have decided that we should come up with African solutions to African problems. I want to echo what the person who has just spoken talked about: How the ICC prosecutor can ignore the voice of the victims. Every time ... view
  • 6 Aug 2013 in National Assembly: Thank you, hon. Deputy Speaker. I would like to thank the hon. Member for requesting for the Statement because the matter mostly affects residents of Nairobi. I hope that the Chairperson of the Committee is in the House. Only last week, I sought a Statement on the issue of evictions on Langata Road. Again, the eviction of tenants of DDF Limited has happened. The clarification that I would like to seek from the Committee is how an airport that is supposed to have a 24-hour security can be invaded by 350 unknown persons who were used to illegally evict tenants ... view
  • 6 Aug 2013 in National Assembly: a secure place. It is an international airport. How can a court order that was in the name of the Ministry of Transport be used to evict the tenants? view
  • 6 Aug 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker, Sir. I am sorry to interrupt my good friend, hon. Sakaja. I think this is a very important point of order because there are papers that are circulating here. I do not know we have been given which part of the Supplementary Order Paper. First of all, they should be verified by the relevant Chair of the Committee, to whom it has been written; this is hon. Kamanda. We have documents which are being circulated and which are, in my opinion, misleading this House. view
