  • 11 Oct 2012 in National Assembly: Mr. Speaker, Sir, I do have a request for a Ministerial Statement. I would like to request for a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security on the attack on hon. John Harun Mwau on 6th October, 2012, at Kasayani in Kibwezi by political thugs. In the Statement, the Minister should clarify whether Members of political parties are free to hold political rallies in Makueni County without being attacked and what action the Government has taken, bearing in mind the Election Act and Political Parties Act that clearly state the action that should be ... view

  • 10 Oct 2012 in National Assembly: Madam Temporary Deputy Speaker, I will be very quick because I am sure the Minister wants to respond. I am glad that I have found this very important Bill. I want to declare my interest first as I contribute on private schools because we run private schools as a family. Therefore, my issue on the private schools is that even as the Minister speaks about them, they must know that the children’s rights are being violated by a quota system which is totally in disregard of the Constitution. I am happy to see that the Bill says that every child ... view
  • 9 Oct 2012 in National Assembly: Mr. Speaker, Sir, I rise to request for a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security on the fracas that took place at Kayole on Monday, 24th September, 2012, involving some watchmen and residents of the area that led to the death of a hand-cart operator, in which it was alleged that one person was killed as a consequence of hon. Waititu’s utterances. Mr. Speaker, Sir, the Minister should in his answer:- 1. Clarify whether or not there was a death that occurred following utterances by hon. Waititu. 2. State the police station where ... view

  • 2 Oct 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. It is clear that the Assistant Minister does not have a substantive answer. Is it in order for him to ignore the most substantial issue that day which was that they did not have a direct number to call this lady and hon. Kabogo provided the number? Is it in order for him to speak about just a substantive answer without telling us about their communication with this lady because this is a crisis? view
  • 2 Oct 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I would like to request for a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security regarding the explosion that occurred at Saint Polycarp ACK Church situated along Juja Road on 30th September, 2012. In the Statement, the Minister should:- (1) state the circumstances under which the church was bombed and indicate how many suspects in relation to the incident have been arrested so far; (2) indicate the measures the Government has put in place to ensure that places of worship, especially churches in Nairobi are secure for ... view
  • 26 Sep 2012 in National Assembly: Mr. Speaker, Sir, I know that Statements from the Prime Minister do not have to go through the Cabinet, but I want to agree with the Chairman of the Committee on Defence and Foreign Relations that this is like preaching to the converted. Those who do not understand that principle sit in the Cabinet. Is he willing to repeat this Statement in the next Cabinet meeting? Those who are resisting change of the Provincial Administration as provided for in the Constitution sit in the Cabinet and not in this House. view
  • 26 Sep 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. The Prime Minister really has to make it clear for us. As far as we know, the Minister of State for Provincial Administration and Internal Security sits in the Cabinet. Is he, therefore, saying that the then Acting Minister of State for Provincial Administration and Internal Security went against the Cabinet and the Executive? In which case, why is he still holding office? view
