Mr. Speaker, Sir, could the Attorney-General inform the House whether there was or there was no intelligence report that showed rising tension between the two communities in Kayole, that is the Maasai community and the Kikuyu community and that these two communities have lived in harmony and if there was tension the Government would have been able to detect it? Could the Attorney-General be very clear that this is an issue of incitement of a leader to his people and not animosity between two particular communities in Kayole?

Mr. Temporary Deputy Chairman, Sir, I want to support the Minister and disagree with my colleague, hon. Dr. Eseli who I really respect. It is because the principle of this law that the Minister is coming up with is the basis upon which the code is written. You cannot be quoting a code that this law will be higher than. It is the code that needs to be regulated according to the law. asked the Minister for Local Government:- (a) whether he is aware of the planned disposal of land and property belonging to the Nairobi City Council, in particular land meant for fire stations; (b) whether he could also provide a list of land and properties currently owned by the Council; and, (c) whether he could inform the House what plans the Ministry has to ensure that properties owned by the Council are secure as the country moves to the devolved governments.

His answer is that he is not aware. I have it on good record that all fire stations in Nairobi have been sold.
