On a point of order, Mr. Deputy Speaker, Sir. I am wondering whether we are still discussing a ruling that the Speaker made just last week. We had this discussion, the Minister read us a letter that he had written to the Governor of Central Bank of Kenya and the Speaker made a ruling. I am wondering whether we are actually now challenging the Speaker’s ruling or in our debate we are opening up questions and doubts as to the explanation that the Minister gave on that day; that made the Speaker make that particular ruling. On a point of order, Mr. Temporary Deputy Speaker, Sir. I do not want to interrupt the Chair of the Committee on Agriculture, Livestock and Cooperatives, but earlier there was a Motion moved to start debate on a very sensitive issue. I just want to know whether we are still going into that phase or we are continuing with debate on the Bill.

I stand guided, Mr. Speaker, Sir. I do not want to discuss him. I just want to discuss the Press Conference he held yesterday where he mentioned our names and the money we received. It is for this reason that I am saying that I will be very glad to be thoroughly investigated by the Powers and Privileges Committee upto the point where I moved the amendment yesterday. That will not only clear the names of the Members of Parliament, but will also bring dignity back to this House. Thank you.

asked the Minister of State for Public Service:- (a) whether he could provide a list of all administrative officers, both in the field and those in central Government from Job Group N to R indicating each officer’s job group and also disaggregate it by gender; (b) whether he is aware that in the appointment of the 47 County Commissioners, senior officers were left out in favour of junior ones; and, (c) what criteria was used in appointing the County Commissioners.

Mr. Speaker, Sir, I want to appreciate the Minister’s answers. Not being a lawyer, I would then seek further direction from you because what I am aware of is that the ruling on the issue of County Commissioners was that they are in place illegally. The Attorney-General who sits in this House gave advice to the Government not to appeal that decision. The Minister, in his personal capacity, has then gone to court to appeal this matter. I know that that Ministerial Statement was ready. I have been waiting for it for the past week. I would appreciate to know from the Minister when that Ministerial Statement will be delivered.
