Mr. Speaker, Sir, the Minister has led me to my final request from the Government, having suggested a very good way in which some of these diseases can be dealt with before a child is born. Can he tell us whether they have a policy that deals with congenital diseases and how to treat them, and if not, how quickly can they come up with such a policy, so that even if children with such condition cannot be treated, we can at least reduce their numbers instead of having parents dumping and abandoning them in public hospitals, which is what ...

Mr. Speaker, Sir, could the Assistant Minister tell us, knowing very well that we will be moving into a new system of Government in the next year which will be a devolved Government, how they will safeguard the water services in these counties where there are contracts such as these that are not serving people? On a point of order, Mr. Deputy Speaker, Sir. As the Leader of Government responds to what hon. Isaac Ruto has asked on the Constitutional (Amendment) Bill, I would like him to also be clear about the provision that was dealing with the principle of two-thirds. It was part of this Constitutional (Amendment) Bill. What has been discussed and apparently disposed of by Government or by the courts is the election date but nothing has happened on the principle of two-thirds. I stand guided, Mr. Deputy Speaker, Sir. However, I take what the Chair says in this House very seriously. I take what the Chair says as final. Even if we do not have to belabour that point it would be preferrable to see the legal recommendations that were given by the House. Nevertheless, the contradiction that I see is that the Committee dismisses the name that was presented in the list for Chair, a Ms. Amina Masoud. Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for that answer. In his answer, he has clearly stated the need for peace and reconciliation and the need for the board and the political leadership to come together, so that they can heal the wounds that were created in this school. Could he tell us concretely whether since the school has been reopened these children are back in that particular school or they are in different schools? What is the programme for peace and reconciliation that has been rolled out by the BOG?
