On a point of Order, Mr. Deputy Speaker, Sir. I beg to seek your indulgence again and to plead with you that as I said, I do not think that it is fair to have this Question being answered by an interested party. I feel that the hon. Member for North Horr is not satisfied. Could you give guidance on my earlier request that this issue be brought again and that the substantive Minister or the other Assistant Minister is considered?

Thank you, Mr. Deputy Speaker, Sir. The Prime Minister is aware that when this explosion occurred, three different arms of Government quickly rushed to the scene and gave three different conflicting statements. The most saddening and shocking one was that from the Commissioner of Police when he said it was because of an electrical fault. Kwa sababu Mheshimiwa Waziri Msaidizi amesema kwamba kuna mabwawa ambayo yana mchanga na hawezi kufanya kazi huko mpaka kiwango cha maji kiende chini, na hali bwawa hili ndilo linahifadhi maji ya watu wa Samburu, Waziri Msaidizi anaweza kupeana maji kwa kutumia magari yanayobeba maji kwa sababu maji hayo bado yanahitajika na akina mama wa Samburu?

On a point of order, Mr. Speaker, Sir. I need your guidance on procedure. The matter that hon. Khalwale is canvassing was already canvassed earlier in the morning, seeking a similar ruling from the Chair. I just want to get guidance on whether you can ask for a ruling on the same matter on the same day and on the same issue because he had already asked for this ruling and the Deputy Speaker spoke on it and made a ruling on the same.

Could the Attorney-General, as he goes to consult the Deputy Public Prosecutor, tell us how he will deal with one Mr. Iteere who was then in charge of the General Service Unit (GSU) under whose command a police officer was killed; under whose command the whole fiasco that is looking very fishy happened and he is currently our Commissioner of Police? asked the Minister for Medical Services:- (a) whether he is aware that health insurance companies only provide cover to parents, but exclude their children with congenital disorders, (b) whether he is also aware that more than a third of children with congenital disorders require constant medical care which most parents cannot afford; and, (c) what measures the Government has put in place to compel insurance companies to cover children with special needs and whether he could consider revoking the licences of insurance companies that do not cover children with special needs.
