Thank you very much, Hon. Temporary Deputy Speaker. I want to start by thanking all the Members who have contributed to this Motion. Even as I prepare to donate part of my time, one thing I want to say is that I have heard arguments that the proposed ad hoc committee will take over the work of other Committees. I have had arguments about duplication of functions. I would like Members to understand that once we form an ad hoc committee, we actually reduce the amount of time to be used to deal with these issues. Rather than having a ...

congratulate the Committee for doing a good job. It is unfortunate that today we are talking about our cash crops; coffee, tea, pyrethrum and sugar while we know very well, they are the backbone of our economy. Personally, I come from the coffee and tea area and our farmers are really suffering. They are unable to take their children to school or feed them and rely on the MPs. I want to commend the Committee for the good job they have done. I have learnt from the Report that the Coffee Research Institute is experiencing many challenges. I can see ...

Lastly, our farmers do not know where to run. They do not have money and whenever they take their coffee to the factory they are not paid. If the Coffee Research Institute is unable to provide them with the best seedlings, where will they go? So, I commend the Committee and support this Report. I hope the National Treasury will allocate funds.

Thank you, Hon. Speaker. On my behalf and that of the people of Nyeri County, I convey condolences to the family. I remember the former President Moi because of his kindness. He was a great leader who never compromised this country with anything. May his soul rest in peace.

Thank you, Hon. Deputy Speaker. I rise to support the Bill. First and foremost, I congratulate Hon. Munyaka. This is long overdue. Considering what our society is going through, our children go to an extent of stealing money because these days our youth do not want to work. They want to bet and make easy money. Congratulations to Hon. Munyaka. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor.

The other thing is about regulations. Regulations are very important. They will help our county governments to control betting because they will be issuing licences to the people managing those games. Having a new board will also help a lot because the Government is losing a lot of money because everybody was opening gaming shops because it was easy. Many youths were always ready to bet in those gaming shops. Many people are going into depression because they go with the little money they have and do not win. That pushes most of our youths into killing themselves. When they ...

Thank you, Hon. Speaker. First, I apologise to the House on behalf of the Committee. This conversation is not supposed to be here. It is something we can deal with in the Committee. We will make sure that whatever it is the Committee is supposed to do is done. We have now digressed into a situation where we are discussing Committee and how our Committee operates in the House. I do not think that is how we are supposed to proceed. That is my opinion.
