Rt. Hon.(Eng) Raila Amolo Odinga

Raila Odinga served as Prime Minister of Kenya, and was the MP of Langata between 1992 and March 2013. He came third in the 1997 Presidential election and as ODM candidate was runner up to Mwai Kibaki in the 2007 Presidential Election. In 2013 he unsuccessfully contested the Presidential elections that saw Uhuru Kenyatta declared the 4th President. In 2017 he successfully contested the August 8th polls that saw the Supreme Court nullify the elections. He nonetheless absconded the fresh October 26th polls that saw President Uhuru re-elected for another final term.

  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, I know that Members of the Cabinet sit in the HBC and I have not questioned the decision of the HBC. So, I am perfectly in order. Mr. Speaker, Sir, all I was trying to say is that we now have a Coalition Cabinet. view

  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, we are very conscious of collective responsibility as Members of the Cabinet. But I have said that this matter did not come before the 4118 PARLIAMENTARY DEBATES December 16, 2008 Coalition Cabinet. The matter came before the House--- view
  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, all I am saying is that, after consultations with the members of the media fraternity, I discussed with the Minister concerned and asked him to defer the business to allow for more extensive consultations with the media fraternity. view
  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, the point is that the Bill has been passed by the House. It has now gone to the President. The President is seized of the matter and the media has petitioned the President. Therefore, my position is that, I would like to request you to defer your ruling on this matter until the President has got an opportunity to look at the Bill and either assent to it or refer it back to the House. view
  • 9 Dec 2008 in National Assembly: Mr. Chairman, Sir, I fully support the position taken by Mr. Imanyara. Under Standing Order Nos.1 and No.2, where it says that the decisions made in paragraph one shall be based on the usages, forms, precedents, customs, procedures and so on, my understanding here is that the rulings that were made by the previous Speakers are actually binding on the current Speaker, unless and until other rulings are made substantively by that Speaker. I am saying this because we have had occasions where the Chair has ignored the rulings which were made previously by other Speaker, even when his attention ... view
  • 16 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I wish to issue the following statement sought by Mr. C. Kilonzo regarding the current status of the concession of the Kenya Railways, freight and passenger services, to the Rift Valley Railways Kenya Limited. Mr. Deputy Speaker, Sir, in order to inject new investments and improve service delivery, the Government of Kenya via an agreement dated 23rd January, 2006, granted the Rift Valley Railways Kenya Limited an exclusive concession; that is the right to use assets of the Kenya Railways Corporation for freight services for 25 years and passenger services for five years. • 16 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, we have no problem at all. It does not really have to be the Prime Minister. The Minister for Transport will be happy to come and give that Statement. view
  • 16 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, of course, there are several options that are available to the Government in the agreement that was signed. The Governments 2818 PARLIAMENTARY DEBATES October 16, 2008 of Kenya and Uganda are the main affected parties in this matter. Therefore, in consultation with the Government of Uganda, we will be able to take several options which are available. One of them, for example, is to review the concession agreement itself and see if it is possible to terminate it. Under the agreement, a comprehensive review of performance is certainly not due until June next year. However, we ... view
