Madam Temporary Deputy Speaker, I wish to support the Motion. I would like to begin by saying that local authorities are very important institutions in our governing system. Without them, the Government cannot function efficiently. So, we say that they are the building bricks of a society. At Independence, we had a structure of Government which had devolved power to the regions. We had regional governments and local governments below them. Mr. Deputy Speaker, Sir, I want to acknowledge that the documents that have been laid on the Table of this House are known to this Government. We have had meetings with the Minister and the top leadership of the RVR, Kenya Railways Corporation and even officials from the Ugandan Government. This matter is receiving attention. Mr. Deputy Speaker, Sir, yes, we are dealing with businesses. I know that the House is entitled to a lot of information. However, there is certain information which may jeopardise business. This may not be disclosed at this particular time. That is why I am asking for time to be able to go much more comprehensively on this issue so that the questions being raised by Members can be more comprehensively answered by the Government.

Indeed, Mr. Deputy Speaker, Sir, I said that the Prime Minister would like to come and answer questions from hon. Members. I even requested that they introduce the Prime Minister's Question Time in the Standing Orders so that the Prime Minister can come and ventilate on key policy issues here. Hon. Mr. Temporary Deputy Speaker, Sir, I think you have already made a ruling on this issue, that we have a Commission which has been appointed under the Commissions of Inquiries Act by the President. We also have a Committee of the House, which is also investigating this matter. So, whatever we are going to be saying here will basically be trying to prejudge what is going to be done.
