Rt. Hon.(Eng) Raila Amolo Odinga

Raila Odinga served as Prime Minister of Kenya, and was the MP of Langata between 1992 and March 2013. He came third in the 1997 Presidential election and as ODM candidate was runner up to Mwai Kibaki in the 2007 Presidential Election. In 2013 he unsuccessfully contested the Presidential elections that saw Uhuru Kenyatta declared the 4th President. In 2017 he successfully contested the August 8th polls that saw the Supreme Court nullify the elections. He nonetheless absconded the fresh October 26th polls that saw President Uhuru re-elected for another final term.

  • 11 Jul 2007 in National Assembly: Thank you, Mr. Speaker, Sir. We are trying to approve Kshs30 billion for the Ministry of State for Administration and National Security. This is a lot of money. Security is, of course, very important as well as administration. That is the reason why, at the end of the day, we may have to consider approving this Vote. However, before we do that, we will demand a lot of answers from the Minister. view
  • 11 Jul 2007 in National Assembly: Mr. Speaker, Sir, I was trying to refer to serviceability of the equipment that is procured by the Ministry of State for Administration and National Security. We spend a lot of money procuring vehicles and other equipment, but they are not properly maintained. So, you find the depots are full of vehicles. Some of them, had minor accidents and have just been abandoned there. It is very important that this Government becomes more serious about maintenance of equipment. Mr. Speaker, Sir, secondly, I want to talk about the issue of insecurity in the country July 11, 2007 PARLIAMENTARY DEBATES 2445 ... view
  • 11 Jul 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The law of natural justice requires that there be a right for reply. Yesterday, during the debate on the Vote of the Office of the President, it is hon. Dr. Khalwale, who raised this issue and tabled a document on the Floor of the House. Although the Chair has ruled that the Front Bench on the Government side should desist from seeking clarifications, I think this is one of those exceptional circumstances where hon. Dr. Khalwale, the originator of this matter, should be given a chance to seek clarification. view
  • 11 Jul 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The hon. gentleman was not here, but I think the members of the Fourth Estate come here at their own discretion. view

  • 11 Jul 2007 in National Assembly: He must apologise. view
  • 10 Jul 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. There was a ruling by the late Hon. Humphrey Slade about substantiation, which I raised before and the Speaker said he will give a ruling. According to that, newspapers are admissible. So many other things are admissible as substantiation. That gentleman exists and his name is there and he has signed it. It is pertinent for this House, if need be, to trace Mr. S.K. Patel. Why do we want to dismiss credible evidence in order to protect some people who have done shoddy deals in this country? view
  • 5 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister is embarrassing the House. What he is telling the House is that the Treasury has not given them money. As far as we are concerned, the Treasury and the Ministry are one and the same thing. They serve the same Government. We should not be told that this Ministry has not done "A", "B", "C" and "D" and yet, it is the same Government. This Government is now demanding to sell people's property for non-payment of taxes. They are failing to pay the people, who have already rendered services, their dues. Before ... view
  • 5 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, could you, please, warn the Assistant Minister that he must be respectful to the House? view
