21 Nov 2006 in National Assembly:
From this side of the House, we would not like to criticize the Government for the sake of doing so. We are going to make constructive criticism. That means that where we see loopholes, we will point them out so that the Government can plug them. Energy is very important to the economy of a country. It is like the blood vessels or the nerve system on the body. Mr. Deputy Speaker, Sir, I am pretty conversant with the origin of this Bill. The preliminary work actually started under my charge in the Ministry. Overhauling the regulatory framework within the ...

16 Nov 2006 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to the debate on this Bill, which is, of course, very important. Listening to other hon. Members' contributions, I must admit that I have been thoroughly educated about certain things that I did not know about tobacco. I want to quote basically three sources. Firstly, the object of this Bill is very clear. Its purpose is basically just to have a comprehensive legal framework to regulate the manufacturing, selling, labelling, advertising and promotion of tobacco products in order to protect the health of Kenyans from the ...

16 Nov 2006 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, the argument which is flaunted all the time is that this is a commercial activity that benefits the farmers. Hon. Sungu has elaborately explained here, and I concur with him, that, in fact, it facilitates exploitation of farmers. The interest earned is very big, yet the portion that goes into the pockets of the farmers is negligible. They get peanuts! The land on which tobacco is grown can easily be converted into the production of other equally profitable crops. I have in mind Southern Nyanza in Oyani and Kuria areas. These areas could easily be ...

14 Nov 2006 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. I also stand to support this Bill. As the Minister said while Moving this Bill, it is a very important Bill. Indeed, the insurance industry is a very critical sector of our economy because it affects businesses and lives of people. That is exactly why we should have proper regulatory machinery that will ensure that the industry November 14, 1006 PARLIAMENTARY DEBATES 3619 functions smoothly. This is something that ought to have been introduced earlier. The Minister rightly said that we are moving to be in tandem with development not just in this ...

14 Nov 2006 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I want to come to the appointment of the Commissioner of Insurance and that is to be found in Section 3E(I) which is on page 1179. It reads as follows:- "There shall be a Commissioner of Insurance who shall be the chief executive officer of the Authority and who shall be appointed by the Board, in consultation with the Minister, on such terms and conditions of service as may be determined by the Board in the instrument of appointment, or otherwise in writing from time to time". Mr. Temporary Deputy Speaker, Sir, there is no ...

25 Oct 2006 in National Assembly:
On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the hon. Member in order to mislead the House that the Government is addressing poverty, when the facts on the ground are that Kenyans are, today, more poorer than they were four years ago?

19 Oct 2006 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. I do not want to challenge your ruling but we saw yesterday that a number of Ministers were not prepared and they were given a chance to come and answer the Questions today. Similarly, if an hon. Member for one reason or another, maybe in an emergency situation and is not able to come and he has taken pains to inform October 19, 2006 PARLIAMENTARY DEBATES 3061 the Chair that he is not going to be available to ask his or her Question, I think the situation should be applied and ...

19 Oct 2006 in National Assembly:
Mr. Deputy Speaker, Sir, I do not envy the work of the Minister for Roads and Public Works because if you remember, when I was the Minister for Roads and Public Works I gave notice to people who had put up illegal structures on road reserves to remove them or else we remove them. We actually demolished some of the structures and I was heavily criticised. However, the situation that the Minister has described here obtains countrywide. It is true that there was a time when things had just gone haywire and people were just putting up structures wherever they ...

19 Oct 2006 in National Assembly:
Mr. Deputy Speaker, Sir, I want to thank the Minister for bringing this Sessional Paper before this House. This is a very important Paper. I know that after this, a Bill will be brought before this House. These are some of the things that started during my tenure at the Ministry and I am very happy and proud to see that eventually, they are now coming to fruition. Mr. Deputy Speaker, Sir, when the NARC Government took over power, the road network in this country was in a very sorry state. Of the 177,000 kilometres of our road network, only ...
