He should rest assured on this. However, what I am trying to say is, yes, there are Members of Parliament who have shown an intention of becoming Members of the Opposition, but I say this very loudly: They cannot belong to any political party which sponsored them to this House and call themselves members of the Opposition. You cannot be a member of the Opposition when you come from the parties which joined hands in forming the Grand Coalition Government like the Orange Democratic Movement (ODM) or Party of National Unity (PNU). You cannot! Mr. Deputy Speaker, Sir, we are ...

Mr. Speaker, Sir, first, I would like to say that this is a good Bill and, indeed, I support it. In developing countries, especially in Africa, there are certain countries such as South Africa and Egypt, which have made great strides in development. South Africa is controlling its economy by checking the way banks carry out various transactions, especially the exchange of currency. In South Africa someone has to produce his or her identity card and passport, and give reasons as to why he or she wants hard currency, or why he or she wants to transfer money to another ...

Mr. Deputy Speaker, Sir, I do support the sentiments by Mr. Okemo because we cannot start tendencies where Ministers will come here to table Bills before they are scrutinised by appropriate Departmental Committees. If we do that, then we shall be violating our own rules. According to the rules and procedures, if the Bill is brought here and a Member of that Departmental Committee moves to defer---

Thank you, Mr. Deputy Speaker, Sir, for drawing the attention of this subject matter to Mr. Githae. I have taken this opportunity because I have not yet been sworn-in. However, I am one Member of this House who would not wish to see hon. Members violate their own rules; whether one is a Minister 440 PARLIAMENTARY DEBATES April 15, 2008 or a back bencher. We must respect the dignity of this House. It is very unfair to start deliberating this Bill before it is sent to the appropriate Departmental Committee for scrutiny. The Bill will go through the First Reading ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to make my contribution on the President's Speech. Mr. Temporary Deputy Speaker, Sir, for the first time since I came to this House, the President's Speech was very much welcomed by both sides of the House. Kenyans are very proud today because peace is prevailing. This is the beginning because we have a lot to do to bring Kenyans together. I am saying that because the Accord that was signed by His Excellency the President and the Prime Minister-designate, Mr. Raila, has brought a new face to the ...

Mr. Temporary Deputy Speaker, Sir, I am sorry because my voice is low. It is time the Minister started with Export Processing Zones (EPZs), which employ more than 100,000 people. Their terms are very poor. I hope the Minister will start with EPZs. Those investors are just playing with the Government. There is no revenue to the Government and workers get almost nothing!
