But with proper coordination, we can have disease-free zones so that once animals are bought and before they are marketed or slaughtered at a given facility, then they can be kept at a zone that can be inspected by livestock inspectors and veterinary officers just to ensure that they are free of any disease before they are disposed. We would like to appeal to them to complete those polytechnics because they will give the youth skills and create employment for them. I really want to commend IEBC officials, the National Registration Bureau (NBS) and other stakeholders for mobilizing people for the ongoing voter registration exercise, particularly for going to the market places and even using voter educators to do civic education. I support the Motion, but with a heavy heart due to the acts of commission and omission against the people of Samburu East through the military operations. In 1977, the Government of Kenya set aside some land for military training. The Commissioner of Lands, vide Kenya Gazette Notice No. 3210 of 31st October 1977, set aside 83,327 acres for military training. But one major problem when it comes to issues of land is that even though there is land that has been set aside and gazetted for military training, both KDF and the British Army have encroached into community land. However, I am concerned about one thing. There are schools in some regions that continuously perform poorly in national examinations. I think it is important for the Ministry of Education, Science and Technology and the relevant Committee of this House to carry out investigations and find out why there is this poor performance of schools.
