But the Assistant Minister is here!

30 Jul 2008 in National Assembly:
Mr. Speaker, Sir, I am actually perturbed by the manner in which the Assistant Minister has answered this Question. In the first place, the victim has suffered 80 per cent body burns. He has a broken leg and not a fracture. Mr. Speaker, Sir, the Ministry is not even able to tell the number of people who have actually died in the last ten years. I have information which I have gathered from the police that in 2007, three people died as a result of negligence of the Military officers. Mr. Temporary Deputy Speaker, Sir, the Assistant Minister in his answer said that the ECD teachers are employed by local authorities and other organisations. What is the role of the Ministry to ensure that these ECD teachers follow the standard guidelines?

Mr. Speaker, Sir, considering that, that area has not been fenced; and with the kind of disasters that we have subjected the people to, does the Ministry still have any moral justifications to continue with the exercises there, considering the suffering that you have actually subjected the people to, without any compensation?

Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to contribute to this very important Motion. While I agree with what the Minister said, I think the most important thing to note here is to understand the role played by the village elders in the management of public affairs in our society, and also to assess whether there is justification to remuneration. I would like to raise a few issues. We know from experience that there are cases where a position in a sub-location or a July 30, 2008 PARLIAMENTARY DEBATES 2217 location in the same administrative area ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Vote. First, I want to start by commending the Minister for Energy for the elaborate plans he has for the supply of energy, particularly through the Rural Electrification Programme (REP), which covers the entire country, and also for the specific arrangements he has made for ASAL areas. Having said that, I would like to register my disappointment. Looking at the allocation of Kshs19,143,000 for construction and civil works in Samburu, I do not know whether that covers the larger Samburu District, because we have ...

Mr. Deputy Speaker, Sir, however, I want to register my concerns with the Minister on the breakdown of district allocations. He is still treating Samburu as one district, whereas it has been split into three. There is Samburu Central, Samburu East, and Samburu North districts. I thought they should have been treated just like the other districts like Murang'a North, Murang'a South and Nyandarua South because they were created at the same time. There must be good reasons as to why the Government had to create the new districts; it was for purpose of bringing services closer to the people. ...

Mr. Speaker, Sir, livestock, from the pastoral districts that neighbour the larger Meru District are now on the move in search of water and pasture because of the imminent drought in those areas. The convergence of these animals has caused an increase in cattle rustling and insecurity. What is the Assistant Minister doing to contain the situation?

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this important Motion. I rise to support this Motion because it is particularly critical to me, because I represent a rural constituency where Malaria is a major killer disease. Arid and Semi-Arid Lands (ASALs) are prone to Malaria due to their unique environmental conditions. They are characterised by scarcity of water to the extent that, in my constituency, I do not have any permanent source of water. The only available source of water is man-made; in form of dams, ponds or shallow water wells. This ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion on the Presidential Address. This being my first time in Parliament, I know I am very new to many hon. Members. I am Mr. Raphael Letimalo, the hon. Member for Samburu East Constituency. From the outset, I would like to thank the constituents of Samburu East for showing confidence in me and electing me to represent them in this august House. I promise that I will be able to provide the services they deserve. Mr. Temporary Deputy Speaker, Sir, I would like to ...
