Mr. Deputy Speaker, Sir, there is a perception or a notion in the Government, although it is a wrong one, that certain communities cannot produce some professionals. One of the Ministries which hold this perception is the Ministry of Water and Irrigation. I know of a case where a certain organisation was looking for somebody with a Masters Degree in Water Engineering. I have a constituent with such qualifications; the only Samburu with such qualifications and he was not even called for the interview. The building that is there is owned by the Catholic Church and, therefore, it is converted into a school.
