Mr. Speaker, Sir, in reference to part "b" of the Question, the huge losses of livestock incurred by pastoralists through the PPR are still fresh in our minds. Could the Assistant Minister inform the House what precautionary measures he has put in place in creating awareness among the livestock farmers on disease control, in view of the acute shortage of veterinary officers to ensure that we will not incur such losses in future?

asked the Minister for Forestry and Wildlife:- (a) whether he is aware that the family of one Mr. Lindai Lekilia of Lodungokwe Location, Wamba Division, who was killed by a leopard sometime in 1998, and a report made to Wamba Police and the KWS, has not been compensated to date; and, (b) what urgent measures he is taking to ensure that the family of the deceased is compensated without further delay.

On a point of order, Madam Temporary Deputy Speaker. This Ministry is notorious for deferring Questions. Yesterday, I had a Question addressed to this Ministry and it was October 22, 2008 PARLIAMENTARY DEBATES 2889 deferred without consultation. Now, the Leader of Government Business has been given the answer, I think he should be able to answer it. This person has not been compensated for the last 10 years and we are being told that the cheque is just lying in the District Commissioner's office. Why are they playing with Kenyans? I think there must be something wrong with the Ministry.

asked the Minister for Forestry and Wildlife:- (a) whether he is aware that on 12th August, 2008, one Mr. Luka Borghesio, a researcher from the University of Illinois, USA, caused environmental damage to Kitish Forest of Mathews Ranges in Engilai Location, Wamba Division, by cutting trees indiscriminately; (b) if he could clarify whether the Government authorised the exercise and whether an environmental impact assessment was done prior to the exercise; and, (c) whether he could also state the extent of the damage as well as the action the Government is taking to protect the said forest from further destruction.

Mr. Speaker, Sir, I seek indulgence from the Chair. This is an urgent matter, considering that the researcher still insists on carrying out his research work, and he is already at loggerheads with the community. I am afraid that there will be some chaos if action is not taken immediately. So, I wish the Government could respond to this Question, latest, by Wednesday.

Mr. Deputy Speaker, Sir, it is quite a long time now since exploration of gas and oil began in Kenya without us getting any positive results. Could the Assistant Minister tell this House whether they are making any progress at all or they are just causing destruction to the environment?
