  • 29 Aug 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I agree with the observations of the hon. Member of Parliament. The only situation that faces us in Juba which I personally went to look at, is that the Government of Southern Sudan and, indeed, Juba, is still in a state of transition. If you have been to the City of Juba, it is not yet properly planned. They are in the process of zoning the town. In fact, you call it a city. It has many people. The streets is such that the current property that we occupy, within about 20 meters, there is ... view
  • 29 Aug 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I have just been informed that the cost of the alterations that are being made is Kshs4.7 million. These alterations are not occasioned in any way by the desires of the current ambassador. He is a very senior ambassador having acted as a Permanent Secretary (PS); the Chief Accounting Finance Officer, he has been an excellent supervisor of the project. We are very delighted with his personal supervision of this project. Those changes have been well-thought out that in the long run it will serve the interest of the Republic of Kenya. Indeed, we cannot ... view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move that the House doth agree with the Committee in the said Resolution. view
  • 28 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move that Mr. Speaker do now leave the Chair. It is my pleasant duty and honour to present to this honourable House the Recurrent and Development Estimates of the Ministry of Foreign Affairs for the Financial Year 2007/2008. Mr. Deputy Speaker, Sir, may I start by noting that in my remarks, I do not have the districts Estimates, as normally circulated to hon. Members, because as a Ministry, we do not allocate money on a district basis as hon. Members may have been used to receiving from other Ministries. The Estimates, therefore, are ... view
  • 24 Apr 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. This is a point of order because Rarieda has been mentioned with respect to water and about transfer of money from Rarieda to some other areas. I would like the--- view

  • 24 Apr 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. It is a point of order but also a point of information. view
  • 24 Apr 2007 in National Assembly: Okay, I will leave it as a point of order. Let me, therefore, frame it! On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to insinuate that there is money which has been allocated to Rarieda which needs to be transferred to other areas? The fact is that the hon. Member for Rarieda sourced the money from outside this country? view
  • 24 Apr 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. However well meaning it is, is it in order for the hon. Member to say that the Minister for Foreign Affairs has used his position as the Minister for Foreign Affairs? Indeed, that project was started when I was the Minister for Information and Communications. Secondly, it was because I am a Rotarian and I used Rotarian circles to do that. view
  • 12 Apr 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to deliberately mislead the House on a serious matter like this? He says that a contract sum has been varied from Kshs800 million to Kshs10 billion, while we know fully well what transpired? This is in the public domain. We know how the law was followed. Secondly, the hon. Member is mentioning the name of somebody who cannot defend himself in this House. Could he, please, substantiate? view
