I remember Hon. Nyachae for one great thing he did for Kenya. He was an icon in the Civil Service. When he was the head of the Civil Service, one thing he will be remembered for is the District Focus for Rural Development. The District Focus for Rural Development Blueprint was done by Hon. Nyachae. That is the precursor or genesis of devolution which we see today. The District Focus for Rural Development was instrumental in the development of Kenya.

I interacted with Hon. Haji very well when I worked in his Ijara Constituency in 2000 up to 2002 in Ijara sub-county. I was in charge of agriculture and livestock development. That is one time I was very close to Hon. Haji. He was instrumental in the development of northern Kenya. He was a very humble man. He never misused his position as a Provincial Commissioner. He never showed his wealth although he was a wealthy and intellectual man. He also did not transgress into the lives of Kenyans while he served in the provincial administration or served as a ...

Thank you, Hon. Speaker. Pursuant to Standing Order 44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Administration and National Security on the increased incidences of indefinite detention of innocent citizens by Security Agencies in Wajir East Constituency. Hon. Speaker, as a nation, we have recently been disheartened and greatly concerned by reports of members of the public being detained by security agencies under unclear circumstance. The most recent case is the detention of eight residents of Wajir East Constituency, namely, Mr. Jimaale Elmi Salat, Mr. Saleh Muhumed Hassan, Mr. Abdi Bishar Omar, ...

Hon. Deputy Speaker, it is important we dwell on this matter quite seriously. As far as demolition of that Kisumu Mosque is concerned, it is 83 years old. The Nubian community that settled in that region is marginalised for that matter. Those in Nairobi and other parts of the country settled there to support the construction of Kenya Railways Corporation. The fact that they were Muslims, they found it necessary to erect a place of worship. What informed destruction of a mosque which is literally 83 years old? I find it unconstitutional and it contravenes the freedom of worship which ...

Thank you, Hon. Temporary Deputy Speaker for making available time for me to contribute significantly on the Address of His Excellency President Uhuru Muigai Kenyatta on the Floor. The Address of His Excellency was very balanced and gave a lot of milestones that have been achieved in the country. However, one thing I have observed is that most of the observations and the answers, which have been given in the Address, were more general and lack a lot of specificity. There was the issue of the Coronavirus. Coronavirus is a pandemic. It has seriously affected the entire nation. It has ...
