In as much as His Excellency has made significant effort to curb the menace in terms of restrictions of movement, there is still a serious wave of the pandemic in the country, more so, in the affected counties. How prepared are we in hospitals in our counties? Most of the counties that have referral hospitals are ill prepared. Do we have sufficient beds? Do we have ventilators? This is something that we have been talking about for the last six months and up to date, most of the counties are ill prepared to curb COVID-19. What is the synergy in ...

What is the national Government doing to ensure that county governments comply with its functions of delivering health services to its citizens? This is a critical issue that has not been addressed and yet Kenyans continue to die as a result of COVID-19. The country has spelt out a very specific road map on having UHC. The National Hospital Insurance Fund (NHIF) is not sufficient enough. The medical insurance covers are not good enough and yet there are great citizens of this country, a large population, who are not covered in terms of the health care systems. What measures are ...

Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to speak to this matter. I congratulate Hon. Mary Wamaua for bringing this Motion which resonates well with the people of Kenya. If you look at civil registration, there is a problem in Murang’a, there is equally a problem in North Eastern and northern Kenya. People in northern Kenya have not adequately accessed any registration centre. Offices, dispensaries or health facilities which can provide birth notifications are not there. Offices are not decentralized and so people cannot get birth certificates and IDs. This has been a big challenge. When ...

during immunization or other activities information concerning birth and any other data is captured. We need to harmonise all Government interventions such that we can get the required data. We have a challenge such that in the eight sub-counties of Wajir, you will only find two that have a civil registration center. You can imagine the number of people who come from various parts of other sub-counties to get civil registration for their children. The offices they have – not forgetting that we have COVID-19 pandemic - are so narrow and there are only a few staff. In fact, you ...

Hon. Speaker, as a member of PIC, we have dwelt so much on this Report. I support the findings, resolutions and recommendations made by the Committee. The Committee has exhaustively looked at the three firms which had initially been brought through a Special Audit Report by the Auditor-General. In the Report, we have ascertained that the two firms, EAA Company and ATJ, have not presented their views correctly. They misrepresented the information they gave out. One of the requirements for the tender was that they should have a minimum of eight holding centres in Italy and UAE, but the information ...

So, they went ahead and initiated a tender process again which brought in the firms that had earlier been debarred from providing services as required by law. Certainly, we have realised that the Managing Director has not been able to conform to the advice of the Attorney-General and Public Investments Committee as required. The information he gave to the Attorney-General, with regard to some of the firms, was faulty. First, he said that they were going to make a variation; then he said they are going to have an addendum to the initial tender. We finally realised that it was ...

Thank you, Hon. Deputy Speaker for giving me an opportunity to add my support to this Report presented by the Special Funds Committee. The contribution of the NG-CDF in terms of development in the society is extremely important. It has changed the lives of many people, particularly those interested in pursuing education. It has improved infrastructure and construction of classrooms as well as other aspects within its mandate. It has done much improvement particularly in support of security matters by way of construction of police lines and sub district headquarters. Hon. Deputy Speaker, the NG-CDF has been transformative in terms ...
