  • 1 Aug 2019 in National Assembly: Hon. Speaker, the wish of the Committee or any Member is to have this money as early as possible in the financial year. But you remember and also know about the process of National Treasury collections and the KRA collections. By the time they assemble the money to give, it is usually past November. The problem is not the NG-CDF Board. The moment the NG-CDF Board gets the money, they disburse to the constituencies immediately including today if you are meeting the threshold. So, there is no time the NG-CDF Board has withheld money even for a day without disbursement ... view
  • 31 Jul 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I was just getting restless about the chorus of opposing voices on a Bill that is very clear, and which seeks to address a national crisis. It behoves leaders to understand when there is an attempt to address a crisis and when it is time to engage in talk. I want to plead with those who are saying they are opposing to think through what they are saying. view
  • 31 Jul 2019 in National Assembly: The Departmental Committee on Justice and Legal Affairs has made an attempt to tell us that we are having a crisis; that in case you wake up tomorrow and one of those commissioners decides to quit, you have a crisis. That is what is only being addressed. That we need a mechanism on which to replace the quorum of at least seven commissioners. You are not invited to overhaul the electoral process or electoral law. We need to praise the Committee and its Chair for having seen that vision and brought this idea to the House. It is upon Members ... view
  • 31 Jul 2019 in National Assembly: I want to ask my colleagues that we navigate over these murky waters. We have a responsibility as leaders. We are here to legislate and not to run away from legislation or to wish a withdrawal of an initiative. Let us amend the initiative. Let us tighten it up. Let us bring on board the ideas we have. We have the numbers and the brains to discern upon civilised discourse on what is right for this country. At the moment, what is not right is to assume that we are having no problem at the IEBC. It is a crisis. ... view

  • 3 Jul 2019 in National Assembly: Thank you, Hon. Speaker. The National Government Constituencies Development Fund (NG-CDF) is established pursuant to the National Government Constituencies Development Fund Act, 2015. Its main objective is to address poverty at the grassroots level and enhance regional equity in development.
