They should deliver on the promises they made for the 2017 to 2022 period and not talk about a Government that is coming in 2023. Establish a covenant and put it in writing. Hon. Deputy Speaker, I have heard the Statement from the Chairman and it is good to hear that one day the Government will draw a line over the way we are treating this issue of cattle rustling. Moreover, if you notice, it has just concentrated on a small pocket of the country. I happen to have been a victim of this scourge. We need to go to our urban centres. In a short time, we will need public cemeteries. I remember how there was a cemetery land dispute in the then Nairobi City Council and how reckless officers took money to buy a plot of land. The type of soil in the place they bought was not suitable for graves or a cemetery. Public money was stolen.
