  • 10 Feb 2021 in National Assembly: Hon. Deputy Speaker, the problem we are facing is for the Financial Year 2020 to 2021. There are three months to the end of the financial year, that is, March, April and May. Therefore, if it is only Kshs9 million we have received out of Kshs137 million, I do not know why the Chairman should be polite... He is confusing data when he says that Kshs18 billion is meant for the year 2020/2021. I do not know what he is saying. I cannot agree with him. Secondly, regarding the Kshs4.9 billion, as a Committee, they are going to escort a ... view

  • 3 Dec 2020 in National Assembly: Hon. Speaker, I was just concerned when I heard the honourable Member talk about Hon. (Ms.) Sabina Chege and “your people”. So, I wanted to know who are those “your people”. That is why I was concerned. It needs to go on record that there is nothing like that! If it is, it is outrageous. view
  • 3 Dec 2020 in National Assembly: Hon. Speaker, while supporting the Statement by the Chairperson of our Committee, the Departmental Committee on Defence and Foreign Relations, I would also like to plead with the huge number of Somali population who live in Kenya to also exert pressure across the border. Before this spat that happened on Sunday, we had been involved in pushing a trade pact that was about to be signed before the Foreign Minister was sacked two weeks ago. Then you hear an ambassador is asked to go back while the other one is recalled verbally, without the note verbale . So, those people ... view
  • 3 Dec 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity say a few things about this Report. When the Committee perused and went through the details of this Charter, we found it to be quite timely, although belatedly. Many of us who have African heritage have been stigmatised and viewed as not being able to manage our affairs. If you will recall the 1885 Berlin Conference that partitioned and organised the scramble for Africa, they coordinated the rule for 60 years—the colonial rule. It seems that it is a permanent legacy or stigma; we have been independent for 60 years but ... view
  • 3 Dec 2020 in National Assembly: and institutions. When you talk of institutions, you remember last month when the Democrats won in the United States of America elections and the incumbent started saying he wanted to resist, the quick quip from Mr. Biden was that America had institutions which could flash out trespassers into the White House when needed to do so. As we have watched, slowly, the transition that will be there on 20th January 2021 is automatic. There will be a transition, whether or not there is grumbling by the incumbent. It is because the institutions that are supposed to make sure elections are ... view

  • 17 Nov 2020 in National Assembly: Thank you, Hon. Speaker. The issue of money laundering and stashing of funds abroad has been a thorny issue. It has been a problem in most of the third world countries. When the Departmental Committee on Finance and National Planning delves into the matter, it is important to note that it is not only the public servants, State officers or public officers who are complicit in this activity. Now that Kenya has the mutual legal assistance with key havens for money, specifically Switzerland and the United Kingdom (UK), it gives us a lot of leverage to access those funds and ... view
  • 17 Nov 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to contribute to this Motion. The fact that we are having this Motion so many months into the National Emergency Response Committee’s many proceedings shows that there is a vacuum in that Committee. view
  • 17 Nov 2020 in National Assembly: Hon. Temporary Deputy Speaker, when the Committee convened for the first time in March, 2020, they should have deliberated about financing COVID-19 disease. Apparently, they deliberate nothing but data which is collected from the people who are being tested. I concur that it is not possible, under any disguise, for the NHIF to have any model of financing to cater for bills which emanate from the COVID-19 disease. Like you have heard in an example of Mheshimiwa’s cost, his hospital bill for only 14 days was Kshs3 million. Assume that 10 per cent of the people whom you hear have ... view
