  • 12 Aug 2020 in National Assembly: Thank you, Hon. Speaker. Pursuant to Standing Order 44(2)(c), I seek to request for a statement from the Chairperson of the Departmental Committee on Administration and National Security regarding the killing of two residents of Narok North Constituency and grievous harm to four others. Two adults from Narok North Constituency, namely, Jonathan Kampalei Mpusia, aged 32, ID No. 27164314 and Musanga Sadera, aged 23, ID No. 35987287, were victims of extrajudicial killings by police officers under the guise of stopping clashes between warring communities in Olpusimoru Location on 29th July 2020. Another four adults, namely, Saruni ole Njapit, aged 29, ... view

  • 5 Aug 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I would like to, first of all, put on record that I had actually reached out to my colleague and spoken to him over the phone. So, it cannot be that the Committee has not responded somehow. Pursuant to the provisions of Standing Order No.44(2)(c), on Tuesday, 16th June 2020, Hon. Yusuf Hassan sought a Statement regarding the banning of importation of second hand clothes, mitumba, from the Chairperson of the Select Committee on Implementation. The Request for a Statement was the a statement made by the CS for industrialisation, Trade and Enterprise Development, on ... view
  • 5 Aug 2020 in National Assembly: Standing Orders, on account of utterances made by a nominee during vetting and most importantly, prior to the appointment to the office. As I have said, I have reached out to the Member on this matter and advised him that our Committee can only implement assurances or undertakings by an Executive or a member of the Executive and not a nominee because by the time this assurance was taken or given, the said Cabinet Secretary was not a Cabinet Secretary. It is advised that the departmental committee concerned will be the most appropriate one to deal with this matter. We ... view
  • 5 Aug 2020 in National Assembly: Thank you, Hon. Deputy Speaker. The Members have said it. The question was directed to our Committee wrongly. We regret that. I let the Member know that the question will be taken to the right committee. We suggested that it should go to the Departmental Committee on Trade, Industry and Cooperatives. view
  • 5 Aug 2020 in National Assembly: Hon. Deputy Speaker, once the Departmental Committee on Trade, Industry and Cooperatives decides on the question, then we will be ready to implement it. It is not possible to do it now. It will be illegal for us to do so. view

  • 2 Jul 2020 in National Assembly: Thank you, Hon. Speaker. I would like to add my voice more specifically on Hon. Arbelle’s Petition. The people of Laisamis, just like other pastoralist communities, rely on their land for their survival. That is because they are pastoralists and have no other sources of income. Taking away their grazing land is actually destroying those communities. Before those lands are taken away, there must be the issue of compensation because, if you just come and use the law to forcefully take lands from communities, then you are denying them their human rights, which I believe should not happen. The electronic ... view
  • 2 Jul 2020 in National Assembly: The Army is notorious for disrupting the lives of the people whose land they take over. The community should be consulted and, if the local people do not want this military installation in their midst, then they should be listened to. On the issue of Nairobi National Park, I believe this is a jewel that should not be destroyed. There is no other country with a game park in its city and, especially, in the capital city. We must protect our national park. It has been there and it must be retained for the benefit of our children. Thank you, ... view
