There is also the issue of tariffs. If we let each county government to decide on its own, that will mean that Kenyans will be in a lot of problems. I also believe that there should be standard charges which can only be carried out by such an important national body. This is because we have always had this problem of trying to raise as much money as possible within the shortest time possible. If we give this to the counties then Kenyans will be in for a rude shock. The electronic version of the Official Hansard Report is for ...

When you talk about Water Basins such as Ewaso Nyiro, Tana River and so on it will be very important that we have committees to run them. Even though it is a national Government’s responsibility, it is important that we involve the community, just as the hon. Member for Kiharu said. We cannot leave them out. These are the people who are going to take care of these basins, which is now the reason we talk about the water towers. When you talk of splitting them and giving them to individuals, you are destroying the quality of water and lives ...

Thank you, hon. Temporary Deputy Speaker. First of all, I want to say that I identify with the President’s Address. I would like to commend him for showing respect for this House. Coming here to address the country shows that he respects this House. We should tell him that we are with him in most of the things he said. The President of this country is our President. He is the President of each and every one of us. He has done us proud by going to The Hague. He showed us that it is very important to adhere to ...

will remain innocent. You can never shift the burden of proof to the accused person. It is wrong for any power whatsoever to disregard what Africa has said. It is time Africa was listened to. When they say: “Do not prosecute our leaders when they are in power”, they are right. I also believe that the Tenth Parliament made a mistake when they were shouting here all over the place that “Let us not be vague; let us go to The Hague” and somebody said they believed prosecution would never come; it came. Why did they not know that Americans ...

Thank you, hon. Speaker. I would first of all like to commend hon. Ngilu for the way she handled the issues that were before the Committee today and I believe that is the way it should be. In fact, it is very worrying to see Cabinet Secretaries sneaking out like they were actually running from danger. I would like to advise them that there is no danger here. We are civilised and responsible people and I think they have realised today that we ask questions that matter and we are not here to harass anybody. I am sorry that hon. ...

Hon. Speaker, when we talk about appointing or calling Cabinet Secretaries to come before us it is actually, as the hon. Speaker has said, to save on time and to ensure that we get the questions answered first hand. I believe they should know we are actually saving them time and actually saving a situation where we say that a chairman of a committee does not know what he has said. I believe we should actually encourage that. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from ...

In fact, if I was a Cabinet Secretary, I would be very happy to appear before this House and show that I can handle my docket effectively. Of course, I believe that today these people ran away because the communication from State House or wherever it came from was wrong. I believe there were better channels of passing that because when you go to the Press when people are supposed to appear tomorrow before the Committee, I think that sends wrong signals that there is a war between the Executive and Parliament, which is not the case. When Cabinet Secretaries ...

Hon. Speaker, hon. Kangogo raised a very important question. We have committees that comprise 29 members and we have got others that comprise 50 members. Is it that they are scared of the numbers? It is the same committee as far as I am concerned but the pertinent question is: How do you synchronise the presence of the Cabinet Secretaries in all committees of the House? I believe that we should actually synchronise the appearances so that we do not duplicate some of these things. As far as discussing Mr. Nyachae is concerned, I belong to the Constitutional Implementation Oversight ...

that should be the first person to be investigated because what does he keep on doing in harambees ? Why does he go to harambees ? Where does he get that money from? We are very worried. That is the question that Parliament must ask. This money must be coming from somewhere. If somebody is contributing Kshs10 million or Kshs15 million over a weekend, how much tax did he pay from that money? Where is the source of the money? Which company and we know people’s salaries? Somebody like Mr. Nyachae should be looked at in that aspect. I believe ...
