bad. We must ensure that these things complement each other; the health facilities as well as the infrastructure. Many women die on the way before they reach health centers. I would like to take this opportunity to commend the Government for walking the talk by ensuring that what it promised as far as maternity issues are concerned has been put in place. With those few remarks, I beg to support and request my colleagues to do so because it affects all of us.

Hon. Temporary Deputy Speaker, Sir, from the outset, I would like to thank you for giving me this opportunity. This is a very important Motion and I would like to thank the Mover thereof. It is a constitutional right for every citizen to access health facilities, treatment and all those things that pertain to it. It is also the constitutional obligation of the Government to ensure that the citizen accesses facilities. However, it is a shame that 50 years on, we are unable to take care of our health facilities or sector because of the negligence of the governments that ...

Thank you hon. Deputy Speaker. First of all I would like to thank Hon. Wakhungu for bringing up this Motion. I propose that we all support this Motion because it will benefit of all of us, as representatives of the people. As we all know, our country is an agriculture-based economy. Without agriculture Kenya will be nowhere. We export coffee and tea, but more than anything else we rely on the grains that we grow in our farms to support not only the economy but the livelihoods of our people. We know that this problem has been there for a ...

certified seeds on time. Then what happens? We eventually lose, and we are always being chased around by the AFC because of loans. We are now saying that, since we are Kenyans and because of coffee loss and other losses loans have been waived, let losses of farmers in Narok be waived. They are also Kenyans and are entitled to this benefit just like anybody else. That is what we are saying. I would like to say that I support this Motion. Let us have an independent board for distribution of fertilizer and many other things. I think the economy ...

Thank you, hon. Speaker, Sir, for giving me the opportunity to contribute to this important debate. I would like to thank the Leader of the Majority Party for confirming to us that they have realized that they have actually given us a raw deal, as far as appointments of Cabinet Secretaries is concerned. I hope that it will not just be a matter of realization but they are looking forward to correcting the situation. Hon. Speaker, Sir, as everybody here knows, it is a cardinal responsibility of any government to protect the lives and properties of its people. There is ...

Thank you, hon. Temporary Deputy Speaker, Sir. I rise to support this Motion. I would like to congratulate hon. Farah for bringing this Motion to this House. Livestock farming has been neglected for a very long time, yet it contributes a lot to the economy of this country.

I would like to say that it is time for the Government to decentralize the Kenya Meat Commission (KMC) to the county level, so that livestock farmers can benefit. The Government should also construct pans in ASAL areas. As it has been said by the Mover of the Motion, a livestock insurance fund should be established, so that people from ASAL areas can benefit from it.
