  • 2 Mar 2021 in National Assembly: the county level now that the country has taken the devolution route. If we can fix and get it right at the county levels, I am sure the country will be a better place to live in. A great servant of this world, Mother Theresa once said, “If each of us would only sweep our own doorsteps, the whole world would be clean”. If our counties get it right and do their best in terms of service delivery, then the country will be a very good place to live in. We will have eliminated complaints that the national Government has ... view
  • 2 Mar 2021 in National Assembly: go to the NG-CDF website and they will see all the projects that are being done. That will give us a way of assessing ourselves. We will try to balance the way we divide the money in our custody. With those many remarks, I support this Bill. It will help us as a country. I wish we had some of those issues of budgeting incorporated, so that we have a way of measuring what goes to the counties. In management they say if it cannot be measured, it cannot be rewarded. If we cannot measure, we will have no tools ... view
  • 16 Feb 2021 in National Assembly: Let me use this one, Hon. Speaker. Hon. Speaker, thank you for the opportunity to also contribute and share my pain with the families who have lost their loved ones, Hon. Yusuf Haji, and my colleague and friend, Oroo Oyioka, the Member for Bonchari. We have lost very key people in this country in short succession. Particularly in Kisii, in less than two months, we have lost a governor, a Member of Parliament and a small-scale farmer, my father, Mzee Tong’i Nyangate. It is so painful that I can only imagine what the families are going through. It is a ... view
  • 9 Feb 2021 in National Assembly: Thank you, Hon. Speaker. It is with profound sorrow that I issue a Statement regarding the untimely passing on of the former Member of Parliament for Nyaribari Chache Constituency and Cabinet Minister, Hon. Simeon Nyachae, on the afternoon of Monday 1st February, 2021, while undergoing treatment at the Nairobi Hospital. The late Hon. Simeon Nyachae was born in February, 1932. He attended Nyanchwa Seventh Day Adventist School in 1941 and in 1947, he joined Kereri Intermediate School. He later joined Kisii Government School from 1949 to1953. He also attended Torquay Academy and Churchill College, a constituent college of Cambridge University, ... view
  • 3 Dec 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for indulging me and, of course, the technology challenges therein. As the Vice- Chairperson of the Departmental Committee on Defence and Foreign Affairs, I stand to support this Motion. I support it because I believe in it. The world over we all are good people, but unless we put systems in place, even good people become bad people. We are working towards ensuring that we are putting systems in place, which will mitigate or discourage people who would have otherwise had been good people becoming bad people. We have seen countries failing not because ... view
  • 1 Dec 2020 in National Assembly: Thank you, Hon. Speaker for the opportunity to speak to this Petition. Whereas we appreciate the impact of industrialisation in a country, we have to do it in a structured way that will not hurt our economy. The people whom we represent require safety which can only come from this House. view
  • 1 Dec 2020 in National Assembly: We have cases where mining is done, especially in Kisii County where I come from. The quarries which are left behind cause more harm than good to the community. The harvesting system that is used to harvest stones which are later crashed to become ballast is old-fashioned and dangerous to the environment and community. In my neighbouring constituency, Bobasi, ballast harvesting causes damage to the community. Houses are destroyed. Courtesy of the explosions, women abort. The NEMA should come up with a standard way which ensures that people harvest sand and ballast using modern technology. There are ways which can ... view
  • 1 Dec 2020 in National Assembly: We want to support our economy and ensure that it grows. We cannot do it without the industries. However, they have to use modern technology which will not cause harm or danger to the people whom we represent. The dust from mining causes a lot of asthma in the community. Research which was conducted confirmed our worst fears. Part of the challenges that cause asthma in the neighbouring community where ballast harvesting is being done is the dust from the ballast. We have to engage NEMA which needs to improve its way of doing things, so that they can protect ... view
  • 1 Dec 2020 in National Assembly: With those few remarks, I support the “Motion” which is timely. Thank you. view
