  • 27 Aug 2014 in National Assembly: Hon. Chairlady, Clause 8(b) says that the victim has a right to privacy and from unreasonable intrusion from health professionals. I do not know whether the Chairman of the Departmental Committee on Justice and Legal Affairs would agree with me that we need to make reference to the Constitution on Chapters 47, 48, 49 and 50. The feeling I have is that, if we take clause 8(b) and say that the victim should be protected from unreasonable intrusion from the health professionals, then you are creating an environment where you cannot explain what “unreasonable intrusion” is going to be. In ... view
  • 13 Mar 2014 in National Assembly: Thank you, hon. Speaker. On a very short intervention, just to echo what my brother hon. Linturi has raised, I was going to think, with your guidance, issues concerning ESP projects within our constituencies are very serious. They include markets and health centres. I make a request to you, so that you can give guidance, as my brother has said. All those projects are cross-cutting. So, it may not be necessary just to have one Departmental Committee to deal with it. Maybe, we should have the whole House debate it, so that then we can agree on how they can ... view
  • 13 Mar 2014 in National Assembly: Thank you, hon. Speaker. Personally, the South Sudan issue actually happens to be a heartbreak for the simple reason that their diplomatic success is what the coalition and, indeed, President Kibaki, worked so hard for. He had to make sure that the South Sudan Government became independent and settle in as one of the new states of the Continent of Africa. Hon. Speaker, but the unfortunate events which have taken place for the last three to four months are heartbreaking. I would want the Chairman of the Committee, that is the Committee on Defence and Foreign Relations, to give us ... view
  • 11 Mar 2014 in National Assembly: Thank you, hon. Speaker. First of all, I would like to support what hon. Ben Momanyi has raised for the simple reason that hon. Tong’i, who is our last born brother and comes from the Kisii community, is a dignified and very bright young man. Even when I was on the ODM side, he gave us a good fight and I am proud of him. I welcome him to the House. I hope that he will do good work at the committee level. I also hope that the people of Nyaribari Chache will be proud of him. view
  • 11 Mar 2014 in National Assembly: Secondly, hon. Joel Onyancha is senior in this House; he is a dignified Member of this House. He is somebody who has been here for the last 15 years and I believe that he will thoroughly and diligently provide the necessary expertise that he has; he has served as an Assistant Minister in several Ministries of the Government. I believe that the people of Bomachoge will be proud and happy with his contribution in this House. view
  • 11 Mar 2014 in National Assembly: Finally, I think what hon. Ben. Momanyi was trying to say is that Kisii University is located in hon. Tong’i’s constituency, which is Nyaribari Chache. Even when it may look unprocedural and, in fact, we may not have time to deliberate on this matter, it has come to our knowledge that, at least, one student has died, over eight women students were raped as of yesterday--- The violence which has been meted out on the students has been extremely heavy. We would like the Government of Jubilee to move in fast and make sure that violence is quelled. If it ... view

  • 5 Dec 2013 in National Assembly: Ahsante Bw. Spika.
  • 5 Dec 2013 in National Assembly: Hata hivyo, ndugu Spika, ningependa kusema kuwa Bunge hili linaheshimika. Ni Bunge la wawakilishi. Sisi sote tumeteuliwa ili tulete mambo ambayo Wakenya wanatarajia yatatuliwe. Ikiwa tungependa kufanya kazi kwa pamoja na tuheshimiane The electronic version of the Official Hansard Report is for information purposesonly. • 5 Dec 2013 in National Assembly: lazima pawepo mazungumzo ambapo tutakubaliana kuwa kuna mambo makubwa ya kikatiba ambayo yanamkera kila mwananchi humu nchini. Lazima tufanye kazi pamoja.
