Thank you, hon. Temporary Deputy Speaker. I just want to point out the issue on the provision of Kshs5 million per constituency towards completion of centres of excellence under the Economic Stimulus Programme (ESP). When the ESP was being undertaken in this country, we had only 210 constituencies. Now we have 290 constituencies and, therefore, there are 80 constituencies that do not have a centre of excellence. Maybe, the Chair could also propose that we can come up with new centres with the Kshs5 million.

Thank hon. Deputy Speaker for giving me this opportunity to contribute to this Bill which seeks to empower the youth of this country. First and foremost, I would like to say that I fully support this initiative by hon. Sakaja to ensure that 30 per cent of procurement revenue in this country is set aside to support the youth. The Government Procurement and Disposal Act had very noble intentions. One of the reasons was that the House was trying to give equal chances to business people. ensure that those corrupt individuals do not infiltrate the system and cause the loss of business for our youth. I rise to support and before I sit down, I would like to notify the House that one of our collegues, hon. Daniel Maanzo, Member of Parliament for Makueni Constitutency, was attacked by thugs last night and he is recuperating in hospital. It is also important to talk about security of Members of this House. I leave that to the leadership of this House.

Thank you, hon. Deputy Speaker. I think I am having mixed feelings considering that I spoke in this House many months ago and, coincidentally, you were on the Chair. Therefore, I am quite happy about it. Recently and from yesterday, we have had major issues happening in our county and, therefore, we are worried that Government funds seem to be used in ways they are not supposed to. Thank you very much, hon. Speaker, Sir. On the issue of the card, I would like to thank God because I now know that mine is working. I thought that it was either spoilt or had expired. I rise to support this Motion. I would like to talk about a few experiences that all of us have had. I know that most of us have experienced power blackouts in this country. Those are things that do not happen in other countries in this world.

Hon. Temporary Deputy Speaker, Sir, my name is Robert Mbui, Member for Kathiani Constituency. I want to take this opportunity to thank the good people of Kathiani for electing me to represent them for the next five years. I am happy that the technology that we have switched to enabled me to get this opportunity; previously, I did not know whether I was not able to get up fast enough, but now we are able to communicate.
