  • 5 Jun 2012 in National Assembly: Mr. Speaker, Sir, according to your directions on Thursday, last week, you had indicated that you would want time to go through the report and approve its tabling having satisfied yourself that it is procedurally before the House. On Wednesday, last week, we held a meeting to adopt the report. Seven Members out of ten certified and signed that the report is what, indeed, we had deliberated on. We were eight Members present and one Member stepped out. Therefore, seven Members signed and the signatures of the Members of the Committee are in the report that I have just tabled. view
  • 5 Jun 2012 in National Assembly: Mr. Speaker, Sir, when I look at the paper that I have used to lay this report, I read that it has been approved for tabling. I believe that the writing here came from the Speaker’s Office. I do not know whether there are other offices that can approve a report of Parliament other than the highest office of this House which is the Speaker himself. If a Member has reasons to question the report or a paragraph in the report, it should have been recorded as a dissenting voice during the preparation of the report. That did not happen ... view
  • 5 Jun 2012 in National Assembly: Mr. Speaker, Sir, seven Members of my Committee signed this Report. The hon. Member has raised the matter that there were changes in the Report. I would, therefore, have expected, as the Chairman of the Departmental Committee, that the hon. Member should have been present during the last sitting of the Committee for adoption of the Report and air the same views at that sitting, so that the Report was not adopted. It would have been subject of debate before the Committee and before tabling it in the House. Mr. Speaker, Sir, I stand guided by your direction as to ... view
  • 5 Jun 2012 in National Assembly: Mr. Speaker, Sir, for a second time, I beg to lay the following Paper on the Table of the House--- view
  • 5 Jun 2012 in National Assembly: I thank you, Mr. Speaker, Sir, and I stand guided. view
  • 5 Jun 2012 in National Assembly: Mr. Speaker, Sir, I beg to give notice of the following Motion: THAT, this House adopts the Report of the Departmental Committee on Health on the alleged irregularities of the rolling out of the civil servants out-patient medical insurance scheme, volumes I and II, laid on the Table today Tuesday 5th June, 2012. view
  • 31 May 2012 in National Assembly: Mr. Speaker, Sir, last week, the Chair directed the Departmental Committee on Health to table the Report on the irregularities at the NHIF. The Committee is ready to table the Report and I am, therefore, asking for your directions. view
  • 31 May 2012 in National Assembly: Mr. Speaker, Sir, indeed, today’s Daily Nation has carried comments that relate to the Report that we were about to table today. However, the hon. Member who has raised this matter has not also told this House who would be associated with those comments. This is because when I looked at it I could not tell where it had originated from. I know, procedurally, that matters of the House must be tabled in the House before they become public information in the media. Mr. Speaker, Sir, that is the position of the Chair of the Departmental Committee; I also stand ... view
