  • 8 Oct 2008 in National Assembly: Mr. Speaker, Sir, the Question is talking about fresh graduates who want to pursue Masters degrees. In his answer, the Assistant Minister has given the criteria for qualification to obtain the loans. One of the criteria is for the post-graduate applicants to be able to service the loans while studying. This is the real Question I am asking; that fresh graduates need to access the loans. We cannot talk about age limit and having them in gainful employment and yet they are fresh from school. So, what is the Assistant Minister doing to ensure that fresh graduates from universities continue ... view
  • 8 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has told the House that the scheme of service does not allow employment of people who have not attained Form Four level of education. Yet, the Ministry went ahead and conducted interviews for these drivers from Turkana. We had seven of them qualified. But after they qualified, the issue of Form Four education comes 2536 PARLIAMENTARY DEBATES October 8, 2008 in. Where was the scheme of service when the interviews were being conducted? Could this be the same situation as was the case with the Adminstration Police (AP) recruitment recently? Could the Assistant ... view
  • 8 Oct 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has indicated that there was Kshs1.340 billion in the 2007/2008 Financial Year, and that in the current financial year, there is a further Kshs1.685 billion, which the Government has given to the HELB, which means there is continuous recovery of the loans and the Government is continuously giving further funding into the HELB. How then do we promote improvement of our education when the Assistant Minister says that we are limited in resources and yet there is collection? What is the transparency in application for these loans? view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I stand to oppose this Motion. I want to start by going back to the beginning of this year when we were all elected to this House. Every Member of this House remembers that most of the first months were spent in violence. We did not start our work the time we were supposed to, normally. Mr. Deputy Speaker, Sir, we have been told about the routine of this House that we go on 2468 PARLIAMENTARY DEBATES August 7, 2008 recess at around this time. However, we have not asked ourselves when we started the business ... view
  • 6 Aug 2008 in National Assembly: asked the Minister for Higher Education, Science and Technology:- (a) if he is aware that many institutions in the country are offering certificate 2390 PARLIAMENTARY DEBATES August 6, 2008 and diploma courses in pharmacy without being approved by the relevant regulatory body, the Pharmacy and Poisons Board; (b) what he is doing to ensure that these institutions operate in compliance with the necessary regulations; and, (c) what other steps he is taking to ensure that those who have already trained from these institutions are enroled by the Pharmacy and Poisons Board. view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to congratulate the Assistant Minister for the answer he has given. However, he has stated clearly that there are two curricula that are going on at the same time in training students in our colleges. He has even mentioned that they are mostly private institutions. That means that there are some that are Government institutions. The two curricula that are running are the old one and the new one. They have been allowed by the same Ministry. We are subjecting our citizens to both trainings. One is accepted by the Pharmacy and Poisons Board ... view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, my Question is very specific. There are students who have already graduated, but who are suffering out there because they cannot get jobs. What is August 6, 2008 PARLIAMENTARY DEBATES 2391 in place to save these graduates out there, who cannot be enroled, so that they can also get jobs to sustain themselves? This is a specific question. view
  • 24 Jun 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to contribute to the Budget Speech that was read in this House a few days back. There are many service Ministries and departments in this Government, and I want to comment on a few. June 24, 2008 PARLIAMENTARY DEBATES 1353 Regarding Education, we have given it some reasonable funding, but the teacher/pupil ratio is still an issue in this country. As much as we talk about having free primary and secondary education, we have the problem of shortage of teachers. Mr. Temporary Deputy Speaker, Sir, the second item will be on health. I ... view
  • 24 Jun 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to propose that the Members who have carried the business of this House out there; to debate it in funerals and barazas should desist from the same. • 7 May 2008 in National Assembly: Mr. Speaker, Sir, a similar Question was raised in this House recently and the Minister for Education is on record as having informed this House that no Kenyan student will suffer because of lack of free secondary education funds. Today, the Assistant Minister is saying that we should inform him of individual schools that have not received these funds. It is common knowledge that it is the same Ministry that registers secondary schools. Therefore, the Assistant Minister should be aware of the schools which have received the funds and which ones have not. When will all the Kenyan secondary schools ... view
