Mr. Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Under what circumstances did Mr. Jacob Onsare Onyoni, a key state witness in a corruption case against Mr. Stanley Kibet (a Ruiru CID officer) disappear on 11th April, 2008 while on his way to testify in the case? The Anti-Corruption police officer who had the case, got information on the same day the case was due for hearing that Mr. Onsare had gone missing and his whereabouts could not be established, by calling his father. What is the relationship between the case and the disappearance of Mr. Onsare?

Mr. Speaker, Sir, Mr. Onyoni disappeared on 11th April, 2008. It is approximately eight months since then. The suspect was released one week before this case came up for hearing in court. So far, the Assistant Minister has not told us what he has done with the suspect in relation to this disappearance. This is my previous question. What evidence is there that Mr. Onsase is protected by the Witness Protection Act? In eight months, we are unable to establish his whereabouts alive or dead. Is the Government giving service to the people?

On a point of order, Mr. Speaker, Sir. The Government has mechanisms and systems in place. It has experts to conduct investigations. The Assistant Minister has asked me to assist to conduct the investigations while I am asking him to tell us the whereabouts of Mr. Onsase. Is he in order?

On a point of order, Madam Temporary Deputy Speaker. Is it in order for the hon. Member to tell this House that it has been proven that GMOs have adverse health risks for the population? Is he in order? Does he have evidence of the same?

Thank you, Madam Temporary Deputy Speaker. I stand to support the Bill. We are talking about the Biosafety Bill, we are putting in place safety and regulatory mechanisms so that we can, through an Act, regulate any GMOs that come into or exist in this. We want to allay the fears that have been expressed by hon. Members that GMOs--- I think it is the name that has fuelled the fears. These are genetically modified organisms! On a point of order, Mr. Speaker, Sir. Is the Minister in order to misguide the House that it is the responsibility of members of the public and public vehicle owners and operators to control their own operations while it is his office that should oversee these activities? As much as these activities are economically generated to empower people, they should be done within the rules of this country.

On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister for Public Health and Sanitation has told the House that the Ministry does not have enough funds to recruit nurses. Would I be in order to ask the Chair to ask the Leader of Government Business to tell us when the funds will be available, so that technical people in all the Ministries can be employed and the problem of the shortage of staff is solved once and for all?
