  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, some time back - three or so months in this House - the Ministry was on record that it will employ staff to counter the then disease in the same northern part of the country; PPR. Today here, we are talking about the imminent outbreak of the Rift Valley Fever and the same story is continuing: "We are in the process of employing". My question here is: When shall we employ? When shall we be through with the employment and have staff in place to counter the diseases? view

We cannot say, in a mystified situation, where the Assistant Minister is only telling us: "We are prepared". We are asking for specific time-frames when the employment will be complete and save the population of this country from losing their livestock and their economic backbone! view

In his answer, the Assistant Minister has given the criteria for qualification to obtain the loans. One of the criteria is for the post-graduate applicants to be able to service the loans while studying. This is the real Question I am asking; that fresh graduates need to access the loans. We cannot talk about age limit and having them in gainful employment and yet they are fresh from school.   • 8 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has told the House that the scheme of service does not allow employment of people who have not attained Form Four level of education. Yet, the Ministry went ahead and conducted interviews for these drivers from Turkana. We had seven of them qualified.   • 8 Oct 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has indicated that there was Kshs1.340 billion in the 2007/2008 Financial Year, and that in the current financial year, there is a further Kshs1.685 billion, which the Government has given to the HELB, which means there is continuous recovery of the loans and the Government is continuously giving further funding into the HELB. How then do we promote improvement of our education when the Assistant Minister says that we are limited in resources and yet there is collection? What is the transparency in application for these loans? view
