  • 1 Sep 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The situation in Naivasha is a matter of life and death. Is it in order for the Assistant Minister to continue talking about liaising with the Ministry of Water and Irrigation without giving us a concrete plan and a definite time when this matter will be attended to and a solution arrived at once and for all? view
  • 31 Aug 2010 in National Assembly: Mr. Speaker, Sir, I want to apologize. I did not get you directly that I had to come and table this Report. But I wish to lay it on the Table now. view

  • 26 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank you for allowing me to support the Vote for the Ministry of Medical Services as presented by the Minister. Mr. Temporary Deputy Speaker, Sir, we know that good health is a prerequisite to the social economic development of any country as already alluded to by the Minister. When we have poor health then we do not expect this country to grow economically. The Minister has already indicated that his budgetary requirements for effective delivery of health services in this country amount to Kshs52 billion. When you look at the allocation of Kshs32 billion, ... view
  • 26 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in the infrastructure of hospitals starting from sub-district hospitals right to referral hospitals such as Kenyatta National Hospital (KNH), we have a big shortfall. The KNH was created long ago. Until now, we are still depending on the same infrastructure. There should be an increase in budgetary allocation to this Ministry to enable it to take KNH to where it is supposed to be. The rest of regional referral hospitals should also be improved. view
  • 26 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in our mandate as a Committee, we have come to the realization that the hospitals we have in our country were developed before view
  • 25 Aug 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to inform the House that, that contractor is under-performing and has projects that have stalled before? With that kind of background information, is he in order to tell us that they are prepared to have the same contractor take up that big project and mess up the country once again to the tune of Kshs7 billion? view
  • 25 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, would I be in order to ask that the Minster comes out clearly on whether it is Dr. Khalwale who sought the Ministerial Statement or it is the Minister’s own Ministerial Statement that he wants to make, so that we do not mix two issues? view
  • 25 Aug 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. As the Chair of the Health Committee, I want to inform the House that we have summoned the NHIF CEO to appear before the Committee on Tuesday, next week for further scrutiny on this matter. However, from the Minister’s Statement, I want to congratulate the Ministry for addressing health problems that affect our people and even hon. Members. He has waived hospital bills where our people have been unable to pay. However, there are issues that I want the Minister to clarify. How and when was the tendering done for the pilot programme that ... view
