Thank you, Mr. Temporary Deputy Speaker, Sir. As I stand to respond, allow me to thank the many hon. Members who have shown interest in support of this Bill. Hon. Members have strongly supported the idea of having the Kenya Medical Supplies Authority formed to devolve its services to the counties. This will improve access to quality and affordable medical services. The Authority, of course, procures on the principle of economies of scale. Okay, Mr. Temporary Deputy Speaker, Sir. Before I donate some two minutes to many colleagues here who have shown interest, including hon. Nkaisserry, I want to emphasise that once this Bill is enacted into law, the Government will have to put funds into the Authority. The Authority will procure medicines. Hospitals will be given money to buy drugs at low prices. Mr. Temporary Deputy Speaker, Sir, before I conclude, I will ask that you allow me to donate two minutes each to the hon. Kilemi Mwiria and hon. Nkaisserry.

Mr. Speaker, Sir, it is true that up to 50 or 60 per cent of the fresh produce markets have been completed. What is important here is the utilization of the same. What is the Ministry doing to ensure that the completed markets are handed over by the contractors and put into use by the fresh produce farmers?

asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that Mr. Jeremiah Obwoma (P/No.82108957), a Chief from Kiogoro Location in Kisii Central District was retired in public interest and subsequently reinstated after he successfully appealed the decision; (b) whether he is also aware that the said officer has not been paid his dues for the period the appeal was being considered; and, (c) when he will be paid his dues and whether he could confirm that the dues will include interest for the period they remained unpaid.

Mr. Temporary Deputy Speaker, Sir, while I thank the Assistant Minister for the attempt he has made in answering this Question, the chief, Mr. Jeremiah Obwoma, was given a letter on 30th July, 2002 to show cause why he should not be retired in public interest. He was given a notice of 21 days, but the letter was forwarded
