  • 14 Apr 2010 in National Assembly: Thank you, Mr. Speaker, Sir. I do not doubt that this money will be very useful to our people, but, I doubt two very big issues. One is sustainability and the other is impact. Sustainability is not about injecting additional funds every given financial year, but how that programme can move on, on its own to the final end and have impact on the lives of people. I want to ask the Prime Minister: Why do we not channel these funds to communities and constituencies as the areas of need rather than the Ministries? For example, in the case of ... view
  • 14 Apr 2010 in National Assembly: Mr. Speaker, Sir, the Economic Stimulus Programme, which we have been dealing with for some time now--- We are coming to the end of the financial year when the whole programme should have been concluded. A number of Ministries that are handling this programme are not very clear as to where Kazi Kwa Vijana Programme falls. I request the Prime Minister to cite which activities really benefit the youths. All the monies that we were given have been contracted out. How does it benefit vijana when contactors have gone away with the money, yet the Kazi Kwa Vijana Programme is ... view
  • 8 Apr 2010 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Roads the following Question by Private Notice. (a) What steps is the Minister taking to improve the Kisii-Keroka Road, which is currently impassable? (b) When will the Government rehabilitate or tarmac the road? view
  • 8 Apr 2010 in National Assembly: Mr. Speaker, Sir, the Keroka-Kisii Road is the one connecting Nairobi with Tanzania in that area. Therefore, it is a busy road. In the last financial year, a similar small allocation was made for that road. After small repairs of murram, and no tarmac, the road was again destroyed because of the large number of vehicles that run through it. What the Minister is calling “potholes” is actually an earth road with no tarmac at all, and no potholes. It is an earth road that is supposed to be a highway. What is he planning to do to ensure that ... view
  • 8 Apr 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the Minister to continue talking about Kshs12 million to repair that big section of the road, yet we know that the same Ministry talked of several millions to repair one kilometer? Is it in order for him to give that misleading information? view
  • 8 Apr 2010 in National Assembly: Mr. Speaker, Sir, in the Assistant Minister’s answer, he sympathizes with our situation of this road in Kisii. At the same time, he is talking about a rehabilitation programme, where this road is competing with other roads. This means there is no definite time view
  • 8 Apr 2010 in National Assembly: 4 Thursday, 8th April, 2010(P) when this road will be done. When will this road be done, so that it is brought to the standards of other roads, to connect the road he has done in Sotik and the road he is doing from the Migori side? view
  • 7 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has talked about performance contract. This includes the timeframe within which the road is supposed to be completed. In Kenya there are several roads whose construction begins but they are not completed within the stipulated timeframe. What has the Assistant Minister done to ensure that the contractors complete work within the timeframe that is set considering the fact that the rains in this country have a pattern? It should not be an unprecedented situation. view
  • 3 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, what was the involvement of KEMSA and the parent Ministry in that tender? If they were involved at all, who did the letter of the award of that tender? view
  • 3 Dec 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to start maintaining equipment which has not been installed in this case? What is he maintaining at the rate of Kshs25 million? view
