Mistrust level in this country is very high; if we are not careful we will not implement the development plans that we want to implement. How do we expect development to be realized if there is no trust between the governor and the Senator, and no trust among Members of Parliament and the governor? First, as I have said, this Bill will give us an opportunity to build broad- based consensus on development priorities in this country. Secondly, this Bill will create an opportunity for a participatory process to take place, and every person will be able to bring on board the best ideas for the development of a particular county. view

This means playing according to the rules that have been generally discussed and agreed within the county structure and other structures that have been created. Fourthly, this Bill will enhance accountability because all the people who are involved will say that this is exactly what they agreed, and this is where they want to go. Therefore, anybody who will go against the general consensus will be held accountable not by one person but by the entire county. This is because there will be elaborate consultations, discussion and highlighting of what the law says and demands.   • 5 Mar 2014 in National Assembly: Seventh is that this Bill will promote responsiveness. As it is today, people are not responsive to the needs and complaints that are raised. All that they are doing is dismissing them and saying, “You can go wherever you want to go”. It is not a question of going where you want to go, but is a question of people responding according to the issues that are raised within the county development agenda. view

Currently, even though we are in the same county, we are not at the same level. Therefore, it is important for people to scrutinize the usually omitted sources of resources within the county to ensure that resources are automatically allocated to various sectors. view

I would like to thank the Chairman of the Justice and Legal Affairs Committee for giving me the opportunity to second this important Bill.
