The Report recommends that the process should continue. Some of those who made complaints were even found to be briefcase companies, while some did not even tender for the contract. Instead, they claimed that they had put their case through the expression of interest. One of the biggest challenges in this country is procurement. This is where corruption cartels thrive best. The corruption cartels are members of what I call “ AGIP”, meaning “any Government in power”. They always want to work with any Government in power. Those who are in power, please, deliver on what Kenyans expect.

When the Ethics and Anti-Corruption Commission Report appeared before this House, we supported it to send home the Commissioners. Some of those Commissioners had even suspended one of the officers. Today, we hear that, that officer is back in office performing his duties. We wonder how things still remain the same. Are we really serious in the fight against corruption? It is embarrassing that the President has put down his foot and said that we want to fight corruption, yet that is not happening. You wonder whether the President is in charge of fighting corruption. He must put down his foot and seriously fight corruption. It should be seen that corruption is being fought in this country.

Hon. Temporary Deputy Chairman, I want to support the amendment because once we delete it, it removes ambiguity in terms of using any State officer. So, we have to be specific by use of their generic names so that we are very clear on that.

Thank you, hon. Speaker. I want to support the Petition by hon. Birdi on behalf of the long distance drivers. One of the biggest challenges has been the transport of large goods. We have the challenge of the railway network because the huge cargo has also destroyed our roads. Instead of the KeNHA looking at how they can protect the roads and make sure that these goods are transported in a way that the long distance drivers do not suffer, they engage in corruption.

Yesterday, this House passed a very important Petition by the Departmental Committee on Justice and Legal Affairs on fighting corruption in this country but we need to look further because many of the Ethics and Anti-Corruption Commission (EACC) officers have always been just arresting policemen and people within the KeNHA who take Kshs100 or Kshs1,000. This action strengthens the secretariat because whenever we sack the chairman it means that people will say that the chairmen will come and go but they will always remain. Thank you, hon. Deputy Speaker. Hon. Jamleck Kamau has raised a matter of national importance. Currently, we have that tussle between KNUT and KUPPET and the Cabinet Secretary. The Cabinet Secretary is saying that they have to conform, but if they do not want to, then they can go to court. It will be important for this House to pronounce itself on the procedure. Do Cabinet Secretaries have delegated powers to gazette regulations without bringing them to the House? All regulations must be brought to the House because Kenyans out are confused. We want that to come out clearly.
