Hon. Deputy Speaker, for a document to be admissible in this House, there is a minimum threshold that it should meet procedurally. Ordinarily, a document is presented to the Clerks-at-the-Table who transmit it to the Speaker for authentication. After that, it can be discussed. The circular that the Member for Dagoretti North read is what is in her phone.

A document must be presented. It should be on a letter head and signed. It must meet the minimum requirements as per our Standing Orders. If it meets them, it will be properly before this House and it can be prosecuted. The Chairman of the National Government Constituencies Development Fund Committee has made a statement that he was informed by word of mouth by Mr. Hassan. He has now improved it to a statement. However, according to our Standing Orders, it is not proper before the House. The House does not debate in vain.

Hon. Temporary Speaker, I want to thank the Members for overwhelmingly supporting the Committee’s position. I want to also thank the Departmental Committee on Health of the National Assembly. I beg to reply that Dr. Patrick Omwanda Amoth be approved as the Director-General for Health.

Hon. Temporary Chairman, I reject the proposal by Hon. Anthony Oluoch to delete Clause 51 in its entirety because management of e-waste is key in terms of health information system. There is no conflict with the Sustainable Health Management Act No.31 of 2022. This is properly prosecuted as it is in the Bill.
