As for the money from the national Government to county governments, every coin must be accounted for. More often than not you will find that officers who participate in issuing of identity cards do not have motor vehicles to be able to reach areas which they are supposed to reach. Some Kenyans have been evicted from forested areas and other areas, and have been displaced to other countries. Such Kenyans have a right to come back to their country and be issued with IDs, so that they can also engage in meaningful activities. We need to look at the issue of issuance of IDs holistically.
