Many of the areas where a lot of discoveries have been made in the recent past are very remote. At times, you look at it and wonder whether it was a deliberate scheme by, maybe, those who came before us, the colonialists and neo-colonialists, to make those areas inaccessible, so that the country does not discover the wealth underneath. The other day, we had the World Cup in Brazil and when Brazil played with Germany, Germany scored seven goals and Brazil got a consolation of one goal. The joke in the public is that some people called for a referendum to determine whether Brazil lost fairly. We do not want to go that way. Things should be made clear. Thank you, hon. Speaker for allowing me to contribute on this Motion. First and foremost, I want to thank our colleagues, hon. Chepkong’a, hon. Dr. Eseli Simiyu, hon. ole Metito, Senator Wako and others for work well done. They sat down and agreed. As you have read Article 113 of the Constitution it is right, had they not agreed we would have lost this Bill. It is important that they have submitted this Report. THAT, clause 4 be amended— (a) in sub-clause (1)— (i) in paragraph (e) by deleting the expression “three persons of whom one shall be a counsellor, one a psychologist and one a psychotherapist, elected by licensed counsellors, psychologists and psychotherapists” and substituting therefor the expression “four persons of whom two shall be counsellors and two shall be psychologists”; (ii) in paragraph (g) by deleting the expression “from among persons who are not counsellors, psychologists or psychotherapists” and substituting therefor the expression “to represent minorities and marginalized groups”. Hon. Temporary Deputy Chairman, what we had proposed to delete were the words “or psychotherapists” in (g). In (e), we propose to delete “three” and replace it with “two”, so that there can be one counsellor and one psychologist. We are seeking to delete the words “and one psychothepist”.

The import of this amendment is to ensure equal representation for counsellors and psychologists in the Board. We have discussed this amendment with hon. Wamunyinyi and agreed.
