As the Departmental Committee on Health we are not saying just reverse but we are saying that the national Government and the county government should consult because that is what the Constitution provides. Because we are serving the same citizens, let us consult and look at the services that the county governments are not able to provide adequately or are not properly funded. In the current Budget, we have set aside Kshs3.4 billion for equipment of two facilities per county. If we are going to equip two facilities per county, how will we manage that? This is because we must manage both the leasing of the equipment and the training of the staff. Where will we put that equipment? This is very important. Hon. Speaker, I remember that the Statement was sought last year, and there was a problem from the Ministry in terms of sending people there and giving us an answer.
