This Bill will go towards supporting the communities in preserving those areas of national heritage. In this county team we are bringing in agricultural officers, people who are experts in the use of land. But the community that is within is less represented. In this case, if we allow the Ethics and Anti-Corruption Commission to continue this way--- Today it is Mututho but tomorrow it will be somebody else. By writing a letter to say that they have delayed their cases or that they are facing any corruption charges, it means that many Kenyans out there are going to lose opportunities to get jobs for which they are qualified. Midiwo that the second part of the amendment that hon. Shebesh has proposed, “to develop capacity building for Fund recipients for table banking---” How do you develop capacity without being the one who is appointing? But at the constituency level, we are not doing the capacity building. Initially, women Members of Parliament through hon. Ms. Shebesh had put in an amendment that they wanted capacity building do be done at the county level. Speaker, I would like to thank the Chairman of the Committee and his team for the efforts they have made to make sure that the team from the Ministry of Agriculture, Livestock and Fisheries appeared before this Committee on these pertinent issues, which affect my constituents.
