  • 17 Aug 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I rise in relation with the guidance that you have given that we defer Order No.8 on the Political Parties Bill. We just wanted view

  • 17 Aug 2011 in National Assembly: Mr. Chairman, Sir, the whole purpose of that reference of unconstitutional issue shows evidence of sour loser. We debated this issue. The issue was, do we approve pre-election coalitions or not? This issue was dealt with, debated, discussed and a decision was made by the Committee. Some Members even stood up to ask for division, but they did not have the numbers. We are not being sincere. It should not be opened through another route. This is exactly what is happening. This Committee made a decision that allowed both pre-election coalition and after election coalition. That is the decision that ... view

  • 17 Aug 2011 in National Assembly: Mr. Chairman, Sir, I have not finished. On the second point of party hopping, the decision that the Committee made is that you do not require to give--- There were some amendments of three months, six months, but we said no, we do not want any of those. That is the right of this House to make that decision. We should allow people to change their parties. That is basically the effect of what we did. So, what I am submitting is this: This reference to a so-called unconstitutional matter is not sincere and genuine. We are aware that Members ... view
  • 16 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, in all sincerity, we must oppose this deletion. It is important to empower political parties when they come to certain agreements for them to be allowed to enter into coalitions and mergers. In any case, that is the new trend. We are being told that it may not be possible for any single party in the next election to win the election outright. So, we should not prohibit the formation of coalition Governments. Sincerely, I would request if the Chair of the Committee could accept what we are saying. This is important. He may be a ... view
  • 16 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I rise to support this amendment. It is important that we give political parties the democratic freedom to enter into coalitions before and after the elections. The Minister’s amendments are even better. He has said that if you decide to have a pre-election coalition, you have to register the agreement three months before with the Registrar. So, we will know the parties that have agreed to form a coalition and the terms of the coalition will not be a secret. There will be no secret memoranda hidden somewhere. We can also have a coalition after the ... view
  • 16 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I stand to support the further amendment. We are talking about this from very bad experiences that we have had before, where two or more political parties merged and there were some orphans. Those who did not like the new party had nowhere to go. The Minister’s further amendment is giving you a choice to either be an independent member or join another political party. view
  • 16 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I propose a further amendment to Clause 14. I beg to move:- THAT, Clause 14(5)(d) and (e) shall not apply to a member of a political party in relation to the common objective of a coalition. view
  • 16 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, now that we have agreed on coalitions both before and after elections, it is only fair and important that we also have this amendment so that once you are in that coalition and you are advocating for the formation of a political party, you are not deemed to have resigned your seat. This will give more democracy to the members, so that someone does not say you have resigned from your party. We must give members of the county assemblies and National Assembly democratic power. view
