Madam Temporary Deputy Chairlady, I just want to clarify one or two things. What we are doing is actually for the benefit of even the party leaders. We are giving people freedom to be either independent or to join political parties of their choice; one may not want to be an independent candidate. So, this amendment actually favours the political leaders. Once this happens, as a political leader, you can go and talk to those people who have been orphaned and show them how good your party is, so that they can join you.

Madam Temporary Deputy Chair, when we say “Parliament” we also include Senate, so this is right. Now that we have agreed to increase the political parties’ amount from the Consolidated Fund, it is only fair that there is also a requirement that they use the money in a transparent manner. This will be a substantial amount of money. My rough calculations show more than Kshs500 million will go to the political parties. This should be good news to the political party leaders who should be here to support these amendments.

Madam Temporary Deputy Speaker, I think what transpired yesterday is very clear. Hon. Sirat was fully and adequately punished by the Speaker for both infringement and imputing improper motive on an hon. Member and also insisting that he had no interest. I think we should rest the matter there because that is adequate punishment. It should not be seen as if it is personal. As hon. Members, we should allow the issue to rest there.

On a point of order, Madam Temporary Deputy Speaker. This matter has already been settled by the Budget Committee. Therefore, there is no need of bringing it here. It has already been sorted out and an explanation given.

Madam Temporary Deputy Speaker, I wish to support this Motion. In supporting it, I just wish to tell the Committee to, please, let your report be in the national interests. Do not target specific Ministers. Initially, there was the fear that this Committee was being formed to target the Minister for Energy. However, from the interim reports that you have given, it is now very clear that this was not the intention and we thank you for that. Please, continue. We are looking forward to your report so that the Government can implement it.

Thank you, Mr. Temporary Deputy Speaker, Sir. Let me take this very early opportunity to thank the Minister for Justice, National Cohesion and Constitutional Affairs and his team and all the other parties that were involved in the formulation and establishment of the Political Parties Bill for a job well done. I say “a job well done” because as of last week, there were no constitutional Bills in the House, but now we have some. Therefore, that means that Parliament cannot be accused of not implementing the new Constitution as we had been accused of. If I was the one ...
