What the hon. Member is doing is reading the Report verbatim. Suppose that Report is 5,000 pages, we will be here for three months. So, what I am saying is that, under that Standing Order, he should refer to his notes and the Report. But he should not read verbatim. That is what the Standing Order says.

Mr. Speaker, Sir, I beg to reply. I have set up a task force to deal with the review of the Local Government Act. Among the areas to be looked into is the possibility of establishing a demarcation board which will determine the boundaries of the local authorities based on their viability. The Mumias case and, many others, will be determined by my Ministry after the submission of the report.

When we entered the new Ministry, we found out that there was a policy that the Local Government Act should not be reviewed while awaiting the review of the Constitution. We have now decided that we are going to review the Local Government Act so that we can have a demarcation board that is going to determine boundaries
