  • 27 Jan 2009 in National Assembly: Mr. Speaker, Sir, as we speak now, there is a fully-fledged committee from our Ministry and Attorney-General's Chambers meeting in Mombasa for one week to come up with the necessary amendments to the Local Government Act to empower the Minister to establish a demarcation board which will determine the necessary boundaries for local authorities. view
  • 27 Jan 2009 in National Assembly: Mr. Speaker, Sir, I think there is nobody who is misleading the House. I think the hon. Member did not get what I have said. view
  • 27 Jan 2009 in National Assembly: Mr. Speaker, Sir, creating a local authority is the easiest thing a Minister can do. That is because under Sections 5, 6, 8 and 10 of the Local Government Act, he is authorised to establish any area to be a municipality, town council or county council. He is also authorised to assign or alter the name of a local authority. He is also authorised to alter the boundaries of local authorities. He is also authorised to transfer a municipality to a county council or a municipal council. But what we are saying is this: We have to look at the ... view
  • 27 Jan 2009 in National Assembly: Mr. Speaker, Sir, the purpose of local authorities is to render services. The purpose of districts is to bring administration closer to the people. So, we are looking at the various models of how we can assist local authorities. For example, we could assist by employing for them the top six officials. That is because some of them will not be viable. view
  • 27 Jan 2009 in National Assembly: Yes, Mr. Speaker, Sir. I have said that our top officials from the Ministry are in Mombasa. I can give their names. For example, we have the Legal Officer, one Mr. Lome. We also have some State Counsel from the Attorney General's office. I do not have their names here, but I can get them. The most important thing is not the names, but to know that the process has began. view
  • 27 Jan 2009 in National Assembly: Mr. Speaker, Sir, within the next three months, that report will be available. It will show the local authorities that are viable, the ones that are not viable and how we can assist the ones that are not viable. The intention is not to abolish local authorities for the sake of it, but to enable them to give services to Kenyans. view
  • 27 Jan 2009 in National Assembly: Mr. Speaker, Sir, the Ministerial Statement will be issued on Thursday, this week. view
  • 21 Jan 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. view
  • 21 Jan 2009 in National Assembly: (a) I am not aware of any incident where five head of cattle were shot dead by a combined force of Isiolo County Council askaris and the KWS rangers on 26th September, 2008 in Shaba National Game Reserve. However, I am aware that on that material day, a combined force on routine patrol of the reserve at around 6.30 p.m. came across head of cattle grazing illegally - and I repeat illegally - inside the Reserve. Upon seeing the officers, they abandoned the animals and ran away. The animals were driven out of the Reserve, so that the owners could ... view
  • 21 Jan 2009 in National Assembly: (b) Since no animal was reported missing or shot, it would be difficult for me to contemplate taking any action based on unconfirmed allegations. view
