Arising from studies undertaken earlier and which gave rise to the Kenya Urban Transport Infrastructure Project (KUTIP), various recommendations were made that, when implemented to the full, will alleviate the problems of traffic congestion in our major cities. Some of the recommendations include:- Road networking development, including the construction of missing links, bypasses, radial and circumvential road system and non-motorised transport facilities. All those steps have started; some are on the way, some are ongoing and the others will be finished as soon as is practically possible. Others are being planned. For example, the Ministry of Nairobi Metropolitan July 10, 2008 PARLIAMENTARY DEBATES 1755 Development is working on flyovers. (a) I am not aware that the Clerk to the Municipal Council of Lodwar forged minutes purporting that a meeting of the council held on 27th May, 2008, authorized the alteration of bank signatories. However, the council held a meeting on 26th May, 2008, and resolved to remove the name and signature of Mr. Festus Lothoi from the council's bank account since he was not the council's permanent employee.   • 1 Jul 2008 in National Assembly: (c) I have directed the Local Government Officer, Rift Valley Province, to carry out an urgent audit inspection of the general administration and financial management in the council and to forward his recommendations to me for necessary action. In the meantime, the Town Clerk has been directed to proceed on leave in order to facilitate a full audit and investigations. So, immediately he receives it, he will proceed on leave, but I can even do better. Once I go back to the office, I can actually inform the Town Clerk to proceed on leave while awaiting the letter, if that will expedite the issue. I appreciate what my friend, hon. All the reports that will be presented to us will be implemented. Also, we have told our officers that they must expedite things. The days of taking one year to prepare an inspection report are over. Therefore, as soon as I go back to the office, I will give instructions that, within a month, this report must be submitted to the Ministry. view
